RESOLUTION ADOPTED IN THE CONFERENCE HELD ON 23.08.14 AT YAGAYOG BHAWAN

Resolved the following Charter of demands enumerated in Para 1 to 14 deserve active consideration of the 7th CPC which has been prepared in most realistic manner and the Civilian Pensioners/Family Pensioners be adequately Compensated keeping the inflation market price in mind so that they are allowed to pass their few years of last lives with peace, happiness and smile forgetting the pains of isolation from near and dear.

1.      Commutation and restoration of Commuted value of Pension:-
40% of Pension is allowed commutation and commuted value is restored after 15 years. Commutation factor at 61 years of age is 9.81 i.e. commuted for Rs.100/- is 11772/- is paid to the Pensioners. In 10 years i.e. 120 months 120x100=12000/- is recovered against payment of Rs. 11772/-. Therefore it is proposed to recommend restoration of commuted value after10 years.

2.      Fixed Medical allowance:-
At present a sum of Rs.300/- is paid to the pensioners per month for medical expense of the whole family. The fees of Doctor ,Pathological Test, cost of Medicines through the country have increased to such a stage that one cannot manage one days treatment only within Rs. 300/-.1% of Civilian Pension get the CGHS facility. Other Pensioners are not residing under CGHS jurisdiction of the Govt. It is suggested to provide Health Cards to all Pensioners & Family Pensioners to enable them and their dependents to undergo treatment at Super Speciality Hospitals and the cost of treatment should be borne by respective Department. Till such Cards are introduced FMA @ Rs.2500/- per month +DR thereon may be paid to the Pensioners & Family Pensioners, else benefit of CS(MA) Rules 1944, may be extended to all these Pensioners & Family Pensioners.


3.      Parity between Past and Future Pensioners
 3.1)  The Govt has recently announced “One rank One Pension” for Armed Forces    Pensioners. The same Principle of parity in Pension between Past & Future Pensioners should be introduced. We therefore urge that the pay of every Pre 2014 retiree should be notionally re determined corresponding to the post from which he/she retired as if he/she is not retired and then the pension be computed under the revised liberalised rule which are to be applicable to post 2014 retirees also applying same formula to the employees in service as on 01-01-2014.
4.      Pension & Additional Pension:-
The Prevailing life expectancy of Indian is 69.6 years (as assessed during the year 2011-2014). So a Senior Citizen has to wait 20years for 20% increase in pension.
In order to give some relief to the Pensioners it is proposed to add additional Quantum as follow

5.      Dearness Relief:-
It will be same as paid to the serving employees. But it should be merged periodically with basic pension so that 100% neutralisation in the cost of living is partially compensated.
6.      House Rent Allowance/Maintenance of house or Flat/higher cost of living at old age home.
As soon as a Govt servant becomes Pensioner, he ceases to draw any HRA though he has to stay in rented house/old age home. If he owns a house, he has to incur amount maintenance cost from the poor Pension. Thus after meeting the cost of stayal in own house/rented house, and cost of Medical expenses, he retains a meagre amount by which he or his dependent cannot get nutritious food in the present high market price. Frustration, disease, hardship gradually reduces his life span. We suggest that the Pensioners/ Family Pensioners be favoured with uniform rate of 15% HRA on basic pension/Family Pension so as to enable them to have certain compensation for living more comfortably in own house or old age home/hired accommodation.

7.      Ex gratia Bonus :-
Many State Govt are paying Ex gratia Bonus to their Pensioners/Family Pensioners to make them happy on festive seasons. The Civilian Pensioners though lives in a society, cannot smile on festive seasons to see that the serving employees are enjoying festivals with family members by meeting extra expenses with Bonus money. We suggest payment of Rs.4000/- ex gratia Bonus to all Pensioners/Family Pensioners on the eve of Puja festival.
8.      Travel Concession
Senior Citizens attaining 60 years(male) & 58 years(female) are given fare concession @40% & 50% for travel by Rail.
Railway Pensioners enjoy previlage passes/PTOS but other Pensioners have not such facility. A good numbers of Pensioners like to visit religious places in the country, during last part of lives. It is suggested to extend the free travel concession to all Pensioners/Family Pensioners together with their dependents once in two years in order to visit any places in India.
9.      Gratuity /DCRG :-
One month’s pay +DA last drawn instead of ½ month’s pay for each year of qualifying service may be taken into account for computation of DCRG/RG. This will be subject to max 33 years qualifying service.
10.   NPS:-
NPS should be withdrawn all post 2004 Central Govt retirees be brought under the CCS(Pension) Rules in force.
11.  Family Pension :-
At present 30% of last pay drawn is paid as Family Pension. We suggest 50% of last pay drawn should be given as Family Pension. However enhanced rate of Family Pension for 7 years or up to the age of 67 years of deceased Govt Servant (which is earlier) should be 80% of last pay drawn. In both the cases, this should not be less than Minimum Pension.
12.  Extra ordinary Pension :-
We suggest in case of disability resulting in discharge from service, normal Pension and Gratuity should be paid without insisting on minimum service of 10 years in addition to disability Pension equal to the normal Family Pension.
13.  Interim relief :-
At least 25% of Basic Pension/Family Pension may be granted as interim relief w.e.f. 01-01-2004.when from the DA rate reached 100%.
14.  Pension and merger of DR :-
It is proposed that as soon as DR exceeds 50% it should be merger with basic Pension without waiting for recommendation for any Committee/Commission in the real Value of Pension.
