 Madam,
Your Office has issued an instruction to all the Divisional Heads across the Circle Vide No. : MLS/Z-611X/Ch-1 Dt. 22.12.2016 for Opening the Post Offices Sunday & Holiday on 25.12.2016 and Sunday on 01.01.2017 which is very much unfortunate as the employees are totally deprived for getting their legitimate weekly off. Further, in the month of November 2016 they have also performed the Sunday duty. The matter was earlier discussed with your good offices and also with the Regional Post Masters General but no any fruitful result has come out resulted the employees are very much aggrieved observing that the SSPOs, SPOs, ASPs, IPs are allowed/availed their weekly off on Saturday & Sunday as usual. Considering the above, I would therefore request your good desk kindly to see the matter very sympathetically so that the employees may not deprived their legitimate weekly off on Sunday & Holiday henceforth. You are also requested to see that the employees may be allowed compensatory off for their performed duties on Sunday & Holiday according.
 A line in reply with action is solicited.

THE ISSUES RAISED AFTER THE IMPLEMENTATION OF 7TH CPC & OTHER LONG PENDING ISSUES

1.       Request to Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10thDecember 2015. Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially the increase in minimum wage and fitment factor. Grant revised HRA, at the existing percentage itself, i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.

2.       Request to implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015.
3.       Request to Scrap PFRDA Act and New Pension System (NPS) and grant pensions and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.       Request to Treat Gramin Dak Sevaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS.
5.       Request to Regularize all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.

6.       Request to avoid Downsizing, Privatization, outsourcing and contractorisation of Government functions.
7.       Request to Withdraw the arbitrary decision of the Government to enhance the benchmark for performance appraisal for promotion and financial upgradation under MACP from “GOOD” to VERY GOOD” and also decided to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP Pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of the MACP.
8.       Request to Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a shortcut as a purity measure to punish and victimize the employees.
9.       Request to Fill up all vacant posts, including promotional posts in a time bound manner. Lift ban on creation of posts.
10.   Request to remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.   Request for Grant five promotions in the service career to all Central Govt. Employees.
12.   Request to reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
13.   Request for Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private Hospitals.
14.   Request to Revision of Overtime Allowance (OTA) and Outstation allowance (OSA) w.e.f 01.01.2016 based on 7th CPC pay scale.
15.   Request to Revision of wages of Central Government employees in every five years.

16.   Request to Revive JCM functioning at all levels.

NON SUPPLY OF CASH TO THE POST OFFICE IN WEST BENGAL........

Today Circle Secretary NAPE Gr- C, Rajat S Das, talked with Chief PMG West Bengal Circle and Regional PMG regarding non co-operation of linking Bank i.e. State Bank of India in supplying cash to the Post offices in West Bengal. Circle Secretary also informed the present situation of the Post office for non- receiving the cash from the concern SBI. Members of Public are agitating before the post offices for withdrawal which may turn into an untoward incident. Chief PMG WB Circle has been requested to take up the matter with the Directorate level so that the SBI may supply requisite cash to all the post offices in west Bengal and our members may also serve the customer of the post offices.

Sub: Request for supply of fake currency detecting machine to all HO/SOs at once reg.

You are aware that our honorable. Prime Minister  Shri.Modiji had announced that Rs.500. and, Rs.1000. denomination currency will not be valid from 08.11.2016 midnight. Further, he announced that the exchange of these currencies will be done at banks and post offices. Since the majority of our HO/SOS does not have the fake currency detecting machine, during the exchange of old currencies it will be difficult to detect the fake currency. Hence it is requested to supply of fake currency detecting machines to all HO/SOs on a war-putting measure.

          Kindly refer my earlier letter and savingram. Our staff in HO/SOs are finding difficulties while paying cash to the public due to nonavailability of software which alerts to arrest the daily payment of maximum limit i.e Rs.4000 & Rs.20000 is within the week as in the case of banks.

Necessary instruction may kindly be issued to authority Concerned to provide a necessary patch in our software to avoid future complication.

The outcome of the 5th meeting of the committee on Allowances constituted to examine the recommendations of the 7th CPC regarding allowances .

 On 03/11/2016 the meeting was conducted under the Chair of Finance secretary & secretary (expenditure). During the meeting India Post Chairman, Postal board, Member (P), DDG (Esst.) , DDG (P)&Director (Esst.)   are present. From the staff side, 3 Federations Secretaries Generals have participated.

The Department of Posts submitted a proposal that the need for retaining the following allowances. .

1) Fixed Monetary Compensation to Postmen @Rs 300 per day for an additional full beat and Rs 150 per day for sharing of beat (half beat) and further proposed to increase by 25% every time when DA reaches 50%  

2) Special Allowance to PO&RMS Accountants. The allowance is required to be continued as this special allowance has been sanctioned in lieu of higher pay scale. If abolished one increment is to be allowed on promotion which costs more to the Department. Therefore, it is proposed to grant special allowance equivalent to one increment, which will be kept separately and not to be added to the basic pay. Other conditions applicable to present allowance will remain in force.(i.e. if this allowance is drawn for 3 years, it will be added to basic pay while pay fixation on promotion.

3) Cycle allowance to Postmen: Must be retained while doubling the amount to Rs 180 p.m. and further increase by 25%every time the DA increases by 50%

4) Cash handling and Treasury allowance: The cash Handling allowance should be retained and need to doubled and further increase by 25% every time the DA increases by 50%
5) Fixed Medical allowance: The FMA may be allowed @ Rs 2000/ per month enhancing from Rs 500 p.m. being paid at present.
6) Headquarter allowance: Proposes to retain the Headquarters allowance at the uniform rate of 10% of the basic pay subject to the ceiling of Rs 9000/ per month.
7)  Overtime Allowance: It is proposed Rs 100 per hour and further increase by 25% every time the DA increase by 50%
After a long discussion on the revision of above allowances, the Finance secretary wants the quantum of the Fund required by the Department of Post to meet the Expenditure. Our departmental officers who are present at the meeting agreed to give fund details shortly.

Let us hope Finance Ministry will agree our Department proposal.

Death anniversary of K Ramamurti.....

5th October is the Death anniversary of K. Ramamurti. A life which was entirely bleeding in the struggle of postal & other working class... A life to which wholly submitted for the welfare of the GDS(EDA)workers.The promoter and preceptor of the ideology enabled the employees to be self reliance. The shouting of GDS for their legitimate demands being marked illegal and KR's findings are judged dangerous .But have to struggle for existence and justice.....

FLASH NEWS ON G.D.S ISSUE.

Today SGFNPO, Present FNPO, NUGDS, General Secretary and Deputy General Secretary of NUGDS met with Chairman GDS Committee during the meeting Secretary GDS Committee also present, the following points were discussed-
 1.  GDS pay shall be fixed by multiplying by 3.25 factors.
 2.  Gratuity as per the provisions of Gratuity act 1972 has to be paid to the GDS on discharge.
 3.  The present pension scheme is not at all attractive or beneficial to the GDS. GDS should be allowed to join NPS.
 4.  Provisioning of medical facilities to the GDS.
 5.  10% reservation in PA cadre during recruitment.
 6.  Maternity grant for women GDS.
 7.  Rationalization of categories of GDS staff.
 8.  Assessment of workload of GDS post through point system.
 9.  Uniform TRCA.
 10. Incentive for works over uniform TRCA.
 11.Improving accommodation for Branch Post Office.

 12. RMS GDS should be observed as MTS in one time measure.

The Departments of Posts plans to recruit GDS employees on line........

HYDERABAD, SEPTEMBER 16:  
The Departments of Posts plans to recruit around 55,000 Grameen Dak Sevaks through online mode in November, B.V Sudhakar, Secretary, Department of Posts, said.

Addressing a Press Conference here on Friday, Sudhakar informed that the software required for online recruitment is at the testing stage and the online method will ensure transparency in this recruitment.


In order to address the grievances of the postal customers, the National Service Call Centre - 1924 - was launched on September 12, 2016. Customers can call from any network to this number and they will be given a unique 11-digit ticket ID to check the status of their complaint. Nearly 98 per cent grievances and complaints were resolved, he said in a statement.

 As per reference cited (1) above, the Ministry of Finance has raised the ceiling of PLB of Central Government employees from Rupees 3500 to 7000.Based on this orders, the Department of Posts has issued orders to All Head of Circles for payment of arrears to Postal employees for 2014-2015 Vide reference 2 cited. As per DOP orders all Departmental employees will get the arrears of PLB of financial year 2014-2015. In previous years, (Including 2014- 15) When the orders for payment of PLB to regular employees is issued, orders are simultaneously issued for payment of Bonus to GDS staff also. But such an order is not seen issued in the case of raising the limit of PLB to GDS. There fore we request you to intervene in the case and issue orders for payment of PLB arrears of all eligible GDS staff also at par with regular employees immediately

Subject: Implementation of Seventh Central Pay Commission.

Of late , this office is receiving queries regarding pay fixation under CCS(RP) Rules 2016.

2. To avoid reference to this HQrs resulting in delayed action on account of fixation of pay , clarification to frequently asked questions by various controllers is placed below in tabular form for perusal and taking necessary action.

(i) Whether option to opt from 07/2016 (date of next increment) in cases where there is no promotion/upgradation between 01/01/2016 to 30/06/2016 as the same has not been provided under Tulip.
(i)As regards opting from the date of increment (07/2016), reference is invited to Rule 5 and Rule 11 of CCS(RP) Rules 2016 which stipulates that a government servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure. This implies that in cases where there is no promotion/ between 01/01/2016 to 30/06/2016 option to opt from 07/2016 thereby forgoing the arrears from 01/01/2016 to 30/06/2016 in addition to opting from 01/01/2016. Further, a Government servant who continues to draw his pay in the existing pay structure is brought over to the revised pay structure from a date later that 1st day of January 2016, his pay in the revised pay structure shall be fixed in the manner prescribed in accordance with clause (A) of sub rule (1) of rule 7’.

Tulip does not provide for contributing their entire arrear into GPF
It is clarified that Seventh Pay Commission does not lay down any provision for contributing entire GPF or part thereof into GPF account. Para 7 of Min. of Finance OM dated 29.07.2016 is self explanatory on issue.

3.
Option to opt from Date of next increment (07/2016) in respect of cases related to promotion/MACP is not provided under Tulip.
As regards exercising option for seventh CPC from 07/2016 i.e on accrual of next increment in respect of cases who have been promoted/upgraded between 01.01.2016 and 30.06.2016 is concerned, Para 13 and Para 5 of CCS(RP) Rules 2016 may be referred which clearly states that in respect of the above cases, a government servant may elect to switch over the revised pay structure from the date of such promotion or upgradation implying that the option to switch over to the revised pay structure from 07/2016 is not available. Provision of para 15 of Min. of Finance Gazette notification dated 25.07.2016 may also be referred.

Methodology of pay fixation and DNl thereon in respect of Officers/staff who got promotion IMACP between
02.01.2016 to 01.07.2016.
Methodology of pay fixation in respect of cases which involve promotion from one level to another on or after 1st January 2016 has been illustratively described under Para 13 of CCS(RP) Rules 2016

Computation of DA on TPTA along with other allowances.
Computation of DA on Transport Allowance has been clearly explained under Para 3 and Para 4 of MoF, Dept. of Exp OM No. 1-5/2016-IC dated 29.07.2016 reiterating that all allowances (except DA) will be continued to be paid at the existing rates in existing pay structure as if the pay had not been revised w.e.f. 01.01.2016 till further orders.
6.
Whether the option to get his pay fixed under 7th CPC on 1st January or 1st July depending upon the date of appointment promotion or grant of financial up gradation is equally applicable in respect of pre 01/01/2016 cases.
The provisions of CCS(RP) Rules 2016 will apply to cases (promotion, appointment etc) pertaining to the period after 01/01/2016.
