Subject—Non-participation in the ensuing strike on 12-12-2012 & request for necessary action thereof.

Sir,
In view of the impending nationwide strike called by the left-oriented Confederation of Central Government Employees’ unions as well as the leftist National Federation of Postal Employees(NFPE) on 12-12-2012, we need to take the privilege to inform you that as per the decision taken at the highest level of the Federation of National Postal Organizations(FNPO) and its affiliated unions, ours is not a party to this retrograde and politically-motivated venture and all of our members will attend their duties as usual on that day across the Division.

            Given the above, it is to request you to kindly cause to ensure the timely opening and smooth functioning of all POs and other offices of different postal administrative as well as operative wings in this Division on 12-12-2012 so that the willing and loyal officials can perform their duty without being under any threat or without any obstruction to maintain normalcy of the postal business.

            It is further to inform you that so far as our past experience goes, it was seen that the POs and other sectional wings of the department in this Division were forcefully kept under lock and key by the leftist NFPE custodians of office-keys and their mentors in different offices and the Divisional Head simply kept spectators as silent patrons of such unwanted Bandhs. So, this time this should not be allowed to repeat and precautions deemed suitable and required be taken well in advance.

Hopefully looking forward to all-out administrative support and protection to keep the law and order situation and also soliciting a line of communication on action taken thereof at an earliest convenience so that the positive message could be transmitted to all our members before the fateful day,

TRADE UNION SEMINAR


TRADE UNION SEMINAR
                  HELD AT
   YOGAYOG BHAWAN FROM 22-24 NOV, 2012
                   
We are elated to revert to you again at a time when the just-held Trade Union Seminar and the Symposium of System Assistants, Marketing Executives and lady officials at the auditorium of Yogayog Bhawan between 22 and 24 th November, 2012 have surpassed all of our expectations with the jubilant and interactive participation of our Divisional leaders and SAs, MEs and women employees from across the Circle, and now it is a proven success that we have done it!

The Seminar was inaugurated by our venerable General Secretary, Sri D. Kishan Rao through his well-occasioned speech, briefing the expectant audience on the departmental policy & programmes and the role of administration and the trade unions thereof. He has, during the three-day programme, outlined a number of times the changes and developments in the attitude of the Department towards different categories of employees and the latest upshots, some of which are already attained and some being in the pipeline. Some important decisions on the future programmes and policies of the Union were also taken in presence of close to 250 participants at the venue. We, NUPE-C of WB Circle, are further honoured by the open appreciation by the GS that ours is the only FNPO-affiliated Circle Union that has raised the moot point for a threadbare discussion on National Postal Policies. His acknowledgement was greeted with cheerful applause by the proud and honored participants.
Sri S.K.Chakraborty, hon’ble Ch PMG(WB)& Chief Guest did share some of his valuable thoughts and concerns with the numbers present.
Sri M.Sampath, hon’ble PMG(SB) and Smt S.Sampath, hon’ble PMG(Kol) both Special Guests too offered their well-timed ideas and comments on the present scenario of changes the Department is through.
We once again convey our deep gratitude to all of them for making it to the seminar and also express our happiness in their being with us over the lunch..
We have been privileged and graced by the cordial and encouraging presence of a galaxy of Retired & veteran leaders of bygone days from all wings of the FNPO in West Bengal Circle, like, Sri Sanat Sahoo, Circle President, NUPE-IV, Sri Nakul Moitra, Asstt. Circle Secy, NUPE-IV, Sri K. N. Bose, TU leader, Sri Rajat Baran Ghosh, Circle President & President, NUR-III, Sri Anadi Bhushan Banerjee, Divl. President of NUPE-C, North Kolkata Divn., Sri Jayanta Bose, Circle President, DAP, Sri Suren Sarkar, Circle Secretary, & others NUR-III. They all, some even present braving the troubles and tribulations of age and related constraints, enriched us with their valuable advice and suggestions by sharing with us their experience-earned wisdom that will certainly play a pivotal role in our Trade Union movements in the present as well as the future times.
Along with, present were several others leaders of today like Sri Partha Pratim Ghorai, Genl. Secy., National Union(Civil Wings), Sri Arabinda Pathak, G/S & C/S of All India Stenographers’ Association, Sri Arup Kr Sil, Circle Secy, IPO & ASPOs Association, Sri A.K.Maity, Circle President of All India Postal Officers’ Association.
                                                                                                                                      
 The Programme was also attended by all Circle Secretaries of FNPO-affiliated unions of West Bengal Circle and a good number of RO & CO officers. The NUPE-IV was conspicuous by their absence.
We were particularly happy to be joined by many of them over the lunch.

 The last day of the three-day session was particularly remarkable in that it earned and drew the very keen attention and applause of our young male and lady brigades.
Smt Pema Doma Bhutia, D/S of Darjeeling Division won plaudits from the audience of male and female members alike for her timely ventilation of a serious concern of including more lady officials in the divisional Executive Committees.

Sri Supriya Bose, Sys. Asstt. of RMS Gr. C, AP Sorting Divn. and Sri Anupam Belel , Sys. Asstt., North Kolkata Divn. very lucidly identified the core areas of inconveniences being faced by the System Assistant and both stressed the urgent need of creating a separate cadre for SAs.
Sri Tapas Kr Mondal of Foreign Post handed to the GS present on the dais a list of items related to the service conditions of Mktg.Executives requiring immediate attention of the Department.
Sri Manic Ch Dey, Asstt. C/S-cum-D/S of Murshidabad Division & Sri Kausik Roy, Asstt. Secy, South Hooghly Dn summarized in a very concise coherence the message and the inherent teachings the three-day session actually spelt out.
Lastly, the Circle Secretary-cum-coordinator, Sri Rajat S Das, with his agile presence, skilled arbitration and tempered elaboration on different aspects of the listed and out-of-the-list agenda, has once again proved his mettle par excellence.
This is the first time that all CWC members and Divisional Secretaries and leaders of West Bengal Circle attended the programme to show the united face of our union.

As is learnt, this programme, held on such a large and imposing scale, has already sent ripples in administrative circles.
At the same time, it is also hoped, not without any solid justification either, that the antagonistic forces should not afford to belittle our worth and strength, integral to our tested righteousness and inbred fighting zeal in the face of all outside pressures and injustices, any further.

The Circle Union has once again come to find another coveted occasion of being proud of its most priceless possession of so many leaders and budding leaders in its armory who are to fight the administrative highhandedness, challenge the very ill-motivated overtures by the vested interest and also to carry the flaming torch of vibrant progressive movements ahead through many a gaping odd.

All the credit to make the occasion a real milestone to guide the future course of our trade-union journey goes essentially to the exemplary integrity and sincerity of all the divisional secretaries & their team at divisional level as well as the CWC Office Bearers, after all.

TRADE UNION SEMINAR

   

Welcome Friends onto the digital wall of NUPE, Group- C of West Bengal Circle.
Further, as per the decision taken in the last CWC at Purulia during 5-7 October, 2012, the Circle Union has organized a Trade-Union Seminar for all the Divisional Secretaries and Divisional leaders including a Symposium with the endearing participation of System Assistants, Marketing Executives and Lady-officials during 22-24 November, 2012 at the Auditorium of Yogayog Bhawan, (13th floor)  Kolkata.

The Seminar will be graced and inaugurated by our esteemed leader and General Secretary, Sri D. Kishan Rao at 11 AM on 22-11-2012.

Our Hon’ble Chief PMG of West Bengal Circle, Sri S.K. Chakraborti has kindly consented to attend the seminar as the Chief Guest.
Sri M. Sampath, PMG(SB Region), Smt Sharda Sampath, PMG(Kolkata Region) & Sri V.K. Gupta, PMG(MM-Region) will remain present as the Hon’ble special guests and Smt J. Charukesi, DPS(PLI), Sri Lalitendu Pradhan, DPS(SB Region), Sri Rajeev Umrao, DPS(Kolkata Region) & Sri R P Gupta, DPS(MV, SP & FP) will be at the venue as our Hon’ble guests.

The said Seminar will, along with other pertinent issues & topics like history of the FNPTO, union constitution, CCS(RSA) Rules, channel of communications and some important existing departmental rulings, concentrate on the core topic of Departmental Policy-Programmes & Role of the Trade Unions and the Administration thereof.

The Symposium on the last day will discuss on the core issues of problems and grievances that are facing our System Assistants, Mktg Executives and lady-officials every day and try to explore ways to surmount the hurdles thereof.
                                                                                                      
         The Circle Union has already made arrangements for overnight accommodation and food for the participating divisional representatives.

        All CWC members and Divisional Secretaries are requested to attend the seminar in time positively.

          The notice of the Trade Union Seminar and CWC meeting is already sent.

          The CWC office-bearers are requested to apply for special CLs to attend the CWC meeting from 22-24 November, 2012 inclusive of the Trade Union Seminar.

          The Divisional Secretaries are requested to refer to the SMS sent by the Circle Secretary on 05-11-2012 and also to the notice sent by Circle Union vide No. NUPE-C/WB/TU Seminar/2012 dated 30-10-2012.

      Accordingly, Divisional Secretaries are requested to apply for special CLs well in advance to their respective Divisional head intimating the names of selected/nominated office-bearers including the D/Secretary himself for attending the T.U. Seminar
