Sub: Amendment in constitution of National Association of Postal Employees, Group-C

Sir,
I am directed to refer to your letter No 1-1/RR dated 26/04/2011 on the above mentioned subject and to inform you that Government has provisionally approved amendments to the Constitution of National Association of Postal Employees, Group – C. The amended version will now read as given below:

Article 9: Add under sub clause (iii): However when a vacancy arises in the post of Divisional /Branch Secretary, the President of Divisional /Branch Union will authorize one of the Assistant Secretaries, who will in turn issue notice for the General Body meeting within 30 days from the date of this arrangement with specific agenda for the election of new Divisional Secretary.

Article 23 : Management: Add new clause © The Circle council , which consists of the members of the Circle Working Committee and the Secretaries of the Division and Branches of the Circle shall ordinarily meet at least once between two circle Conference. The period of notification will be the same as the circle working committee. The council will discuss (i) Organizational matters (ii) the problems relating to employees and latest developments in the department.

Article 32: Subscription: The monthly subscription for membership of the union shall be Rs. 30/- from 01.04.2011.

Article 33: Allocation: The amount of monthly membership subscription realized by the Branch Union shall be allocated as between the All India and Circle Union as quota in the following manner, the balance being retained by the Branch Union All India Union- Rs. 8.00, Circle Union – Rs. 7.00, Branch Union – Rs. 15.00.

Article 33: Allocation: The All India Union shall pay to the Federation the due share of the union according to the quota received by the CHQ at the rates as may be fixed by the CHQ at the rates as may be fixed by the FNPO in accordance with its constitution.

Article 33 Allocation (d) No Branch shall remit any quota to the Federation directly.

2. The above amendments may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office, for record.
