Meeting with PMG (SB Region) & PMG (Kol Region)

On 08.05.2015 at 4.10pm, I met with PMG, SB Region, Sri PM Lal, in his chamber at Yogayog Bhawan, Kolkata in presence of Sri Rajeev Umrao, DPS SB Region and discussed the irregularities as done in the RT Memo 2015 of Bankura Division. I also informed the problems relating to the divisions of -Purulia, Asansol, Midnapore, North Hooghly, Contai and other divisions in SB Region. Both the PMG & DPS assured to see the matter very heartily as soon as possible.

Further, I personally met with Sri Subrat Das, PMG, Kol Region on the same day in his chamber at 4.45pm and had a very good discussion about half an hour for the problems of our members in the division of - Murshidabad, GPO, Alipore, Barasat, South Nadia, North Kolkata, South Kolkata, South Presidency, Central Kolkata, Barabazar etc. In the discussion the PMG assured his best co-operation for taking appropriate steps.

Meeting with Chief PMG for direct Recruit PA/SA Cadre

On 08.05.2015 I alonwith Sri Debnath Paul, CS-NURMS, Gr.C and Sri Anjan Kr. Sarkar, CS-Administrative Union (FNPO) met with Ch. PMG, Smt. Arundhaty Ghosh in her chamber, Yogayog Bhawan, Kolkata at about 5.35pm and had discussed the problems relating to the newly recruited PA/SA Cadre whose appointments throughout the Country are kept in-abeyance till further order vide Postal Dte, New Delhi Order No. A-34013/05/2014-DE dated 27.04.2015. The matter was earlier taken up with the Ch. PMG vide our letter dated 29.04.2015. The Ch. PMG assured us for taking up the matter with Dte. again for early redressal.

Further, the said matter was also taken up earlier with the Secretary (Posts) at New Delhi on 29^th & 30^th April, 2015 by our General Secretary, Sri D. Kishan Rao and Sri D. Theagarajan, Secretary General-FNPO. Postal Dte. assured our CHQ Leaders to see the matter for redressal as early as possible.

Now, we feel that the Left Oriented Circle Trade Union Leaders are trying to misguide the innocent, newly recruited PA/SA candidates unnecessarily gathering them in Yogayog Bhawan on 08.05.2015 for which the Ch. PMG is very much annoyed the activities of the said Leaders stating that when the entire matter is pending with Postal Dte, New Delhi at the same time assembling the newly selected PA/SA candidates before the Ch. PMG is meaningless and useless. The tactics of the said Leaders is nothing but a eye -wash gathering/movement and it is also a part of motivated drama as seen in last year‘s occasions.

The newly selected PA/SA candidates are informed that our FNPO group of Union Leaders are in close task to set right the matter from the Postal Dte. at the earliest. They are also requested not to believe the Left Oriented Trade Union Leaders.

PROPOSED INDEFINITE STRIKE  FROM 06^th  MAY, 2015  STANDS DEFERRED ,  BASED ON THE ASSURANCES GIVEN BY HON`BLE  MINISTER OF COMMUNICATIONS SHRI RAVI SHANKAR PRASAD DURING THE MEETING  HELD WITH BOTH THE SECRETARY GENERALS  OF NFPE & FNPO  IN PRESENCE OF SECRETARY (P), MEMBER (HRD) & DDG (SR) AT SANCHAR BHAWAN NEW DELHI AT 1 PM TODAY DATED 05.05.2015 . 

POSTAL STRIKE

JCA today discussed regarding Strike demands with Secretary (P) & Member (HRD).Next discussion will be held on 5^th May 2015. It is also learnt that All Central Govt Employees after the Rally on 28^th April before the Parliament decided that Nation Wide Indefinite Strike will be started from 23/11/2015 if no settlement of legitimate demands are settled. 

APPOINTMENT OF NEWLY RECRUITED POSTAL/SORTING ASSISTANT

The matter was discussed today at about 11.30 hours by Sri D. Kishan Rao, General Secretary with the Secretary Posts who informed our GS that the matter was originated by a complaint from Andhra Pradesh Circle regarding acceptance of certificate of Rabindra Mukta Higher Secondary Council. At the time of recruitment the CMC ignored the said certificates. The Secretary (P) assured our GS that the case will be settled very shortly. We are pursuing the matter very seriously and hope that all the recruited PA/SA will join shortly.

Today at about 11.30 hrs I, Rajat S Das Circle Secretary, discussed with Chief Postmaster General WB Circle & ADPS (Rectt) Sri K.K.Rana regarding Appointment & Training of New recruited Postal Assistant. Fruitful discussion was made. The Chief Postmaster General categorically informed keeping in view  the Directorate order that the candidates who have been offered/ issued appointment letter or who are undergoing training will continue. On the basis of that report I informed all the Divisional Secretaries. At about 5.30 pm it is seen that a direction from the Directorate regarding kept in abeyance of appointment or joining of new candidates and accordingly the office of the chief PMG informed through email all the Divisional Superintendent to keep the order for appointment/training in abeyance, the Divisional Supdt issued letter to the candidates at about 6.30 pm. I disused with General Secretary Sri D. Kisan Rao to take the matter to the Directorate for early settlement of the case. We are hopeful that the matter will be settled early.

Attention to DivisionalSecretaries

Federation has already clarified that Verification of membership and enrolment of new members /inclusion of other union members are two different processes.

Verification of membership is conducted once in five years.

Inclusion of new members and other union members is being done every year for which 30^th April of each year is last date.

Now the Directorate has extended the period of Verification process by one month. Therefore I request all Divisional secretaries to submit forms from the new members as well as other members on 30/04/2015,

In regard to verification process new form will be supplied by the Directorate in the   month of May 2015. New form will be posted in our website as and when received from the Directorate.

In that new form, we have to obtain signatures of  all members this is for your information once again I appeal  to you all please submit declarations on 30/04/2015 in respect of new members and other union members.

           The FNPO affiliates 10(ten) Circle Secretaries met on 16/03/2015 and resorted a United Movement for Placing 16 Points Charter of Demand both for Postal & RMS in each and every Division for Demonstration on 18/04/2015and submitting of Charter of Demand for the interest of the Staff Members keeping view the interest of the ensuing membership verification process such as:-

1.        Stop harassment, ill-treatment, whimsical attitude & irregular activities by a part of Administration to the FNPO Members.

2.---- Strictly follow the orders & guidelines of the Directorate for issuing impartial Tenure & Transfer orders.

3.---- Steps for fill up vacant posts of GDS & Departmental all Cadres.

4.---- Early payment of Arrear amount to Casual Labour-Part time Contingent-TM-DRM W.e.f. 01.01.2006 as per the order of the Directorate & Circle Office.

5.---- Immediate settle all problems arising everyday relating to CBS & CIS in regards to IT Modernization 
Project to stop staff harassment and compelling officials to stay office hours together beyond office hours to complete the day end.

6.---- Steps for timely payment of Pension, gratuity (DCRG), commutation Value, Leave encashment. GPF, Group
Insurance & Refund of-Land Deed (HBA case) etc after Retirement from service.

7.---- Replace out dated computer & peripherals with new ones.

8.---- Stop vindictive attitude to GDS in the name of PLI-RPLI Procurement & timely Sanction of paid leave.

9.---- Steps for payment of Bills related to-Medical Re-imbursement, OTA, Tour TA, PLI-RPLI incentive.

10.--- Timely disposed of-Appeal, Disciplinary proceedings & Petition cases .

11.--- Steps to provide Union Room for Divisional Union & Circle Union.

12.--- Stop undue facilities / holding meeting as well as TU benefits to so-called unrecognized BPEU

13.--- Include GDS in 7th CPC for the terms of references.

14.--- Early Implement agreed Cadre-restructuring in Postal Department.

15.--- Exclude - accrued Deptl Promotion for granting financial upgradation under MACPS.

Sub : Verification of Membership – 2015 – our suggestion.
Kindly recall our discussion on the subject.
My Federation submits the following for your consideration and for doing the needful.
1. While conducting verification of Membership during 2011, my Federation had demanded actual
staff strength in the Division/unit by cadre-wise. For Example, in the case of P.O., P.AS., LSG, HSG II, HSG
I, Postmen, Group D and GDS (adhoc GDS and officials working in GDS vacant places should not be
included). In the case of RMS, S.As, LSG, HSG II, HSG I, Mail Guards & MTS. Part Time Casual Labourers
and temporary Status Casual Labourers should not be included. In the case of Circle office, officials working
on deputation and officials working in electrical wing should not be included. In the case of Civil Wing,
officials working on deputation should not be included. In short actual staff strength of each cadre mentioned
above should be kept ready before starting the verification of membership for the present year. Moreover
candidates recruited and undergoing training should not be included in the working strength. Before starting
the verification process, staff strength for each cadre should be kept ready in the Directorate. There should
be cross-check of the figures furnished by the Circles with the figures already available in the Directorate
after verification. The Heads of Circles should give a certificate for the correctness of the figures specifically
stating that officials working in vacant posts adhoc posts have been excluded from the actual staff strength
Heads of Circles should ensure that Deputationists Casual Labourers, contingent staff and trainees have
not exercised their options. Responsibility should be fixed on the erring officers.
Last time, after verification process when we obtained staff strength under RTI, it was not tallied in
respect of figures of any cadre furnished by the Circles. Particularly, GDS and staff strength of Circle office.
The Directorate should ensure this time that staff strength of every cadre furnished by the Circles should be
one and the same before and after verification.
2. While conducting verification of membership process in Railways and BSNL, they follow secret
ballot system. But this is not accepted by the Dept. of Posts stating that it is not possible in the Postal
Department. Therefore my Federation suggests the following feasible election process in the Divisional
level. If this process is followed in true spirit, this will pave way to find out real membership of each union
cadre-wise.
OPTION 1
i. A ballot paper may be provided to the official to opt for a single union by voting against the symbol.
(Before election, symbols may be allotted to each Federation).
ii. Casting of vote may be conducted in each H.O. in respect of Group ‘C’ officials and at Sub-Divisional
level for GDS.
iii. The Regional office may nominate a Gazetted officer to supervise the election and counting.
iv. If any deviation is found later in the Division / Sub –Division, the responsibility should be fixed on the
erring officer later and such officer should be punished under departmental disciplinary proceedings.
v. Each union may be authorized to nominate an agent in voting booth to ensure that the actual officials
have cast vote.
vi. While casting vote each voter should be asked to produce ID card with photo issued by the
Department.
vii. Before conducting election, six weeks time should be given to the Federation.
OPTION – 2
i. A single letter of authorization signed by the Divisional Head only may be send alongwith one selfaddressed
service cover to all the officials by registered post with acknowledgment. These Regd.
Letters should not be either re-directed or delivered at the office other than the designation.
ii. The officials may write the name of the union which he opts in his own handwriting and affix his
signature on the ballot paper with designation.
iii. Letter of authorization may be returned to the Divisional Head by registered post using self-addressed
cover received from the Head of the Division.
iv. Covers received by the Divisional Head should be opened in the presence of representatives of the
Federation.
v. There is no need to attest the authorisation letter by the concerned union secretary.
vi. While counting authorization letter the Divisional Heads should be present.
OTHER SUGGESTIONS
1. In the system which is in vogue is permitted, to enroll membership only in the month of April. This has
resulted in promotes and newly recruited members are deprived to became a member of an union.
Therefore it is suggested that one authorization letter may be sent to promotes / trainees to opt for
membership of union of their choice.
2. Authorisation letter may be sent to the Divisional Head and it should checked in the presence of union
representative and the Divisional Head may order recovery of subscription of the basis of choice of
the promote/trainee.
3. Officials may be allowed to withdraw their membership at any time by giving a letter direct to the Head
of the Division. However, change of union may be allowed in the month of April each year.
My Federation hopes the Directorate will consider the views with an open mind in the interest of
conducting free and fair verification.

CIRCLE SECRETARIES OF FNPO AFFILIATES MET CHIEF POST MASTER GENERAL

The Circle Secretaries of FNPO Affiliates West Bengal Circle headed by Rajat S Das C/S NAPE Gr- C, Debnath Pal NUP Gr- C, Tarak Dutta NUR – IV, Anjan Sarkar NU Administrative met Chief Postmaster General, West Bengal Circle on 24.02.2015 from 4 pm to 5.30 pm and discussed regarding the recent problem created by leftist Union to achieve political gain at Kolkata GPO and demand suitable action for disrupting the daily works from 11.30 am to 4 pm on 17/02/15. We also discussed regarding adequate Fund allotment to the Division such as Medical, O.T, office expenses, and purchase of computer peripherals. We also requested to change Holiday (Dol Yatra) on 5^th (Day of Holi) instead of 6^th March for at least operative offices.

The delegations further pointed out regarding irregular activities of Some Divisional Head for irregular holding of Union meeting with so called BPEU. We discussed regarding issuance of Tenure Transfer by Divisional Head should be impartial as per Departmental Rules/Guide line without ill treatment to FNPO members. We also pointed out the problems related to CBS faced by the staffs day by day for non-completing the day end resulting the staffs are being detained upto 10 pm without any remuneration. We also demand for supply of sufficient supply of Pass Book Printers, Laser Printer, Note Counting Machine, Fake note detection Machine to all Post Offices.

The Chief PMG, Mrs Arundhuti Ghosh, very patiently heard our observations, opinion suggestion and demand and assured her best Co-Operation and action in this regards The Circle delegations thanks to Chief Postmaster General.

24th CIRCLE CONFERENCE AT BISHNUPUR, BANKURA

HISTORICAL CIRCLE CONFERENCE

The 24th Circle Conference of National Union of Postal Employees, Group-C West Bengal Circle held from 11th to13th January, 2015 at Jadu Bhatta Manch, Bishnupur, Bankura, The Reception Committee headed by Secretary-Sri Debasis Bose, our Divn Secretary & Asstt. Circle Secretary along withy his team consisting all the Divisional Leaders of NUPE-C, NUPE-PM & MTS and NUGDS Bankura Dn. made colourful decoration the Hall with Tri-Colour Flag, Festoon & Gates entire Bishnupur town. They arranged good accommodation & flooding to the delegate & visitors with their worm reception to all the Leaders, Guests & Delegate - Visitors.

Open Session on 11.01.2015 (Sunday) was inaugurated by our General Secretary Sri D. Kishan Rao, Sri Shyama Prasad Mukherjee Hon’ble Minister, Govt. of West Bengal, Sri Soumitra Khan-MLA, Smt. Minati Saha - MLA, Sri Buddhadeb Mukherjee - Vice Chairman, Bishnupur Municipality and Municipality Councilors’, Sri Amit Lahiri SSPOs-Bankura Division, all the FNPO affiliated Circle Secretaries (except NUPE-PM & MTS Circle) Political Party Leaders, Trade Union Leaders Participated and delivered their lectures in the presence of more than 1000 of delegates & visitors.

The Delegate session was started at 5 pm on 11.01.2015 and all the Divisions Union throughout the Circle except Dinajpur Division attended the Conference. Our General Secretary delivered his good lecture informing all the problems of members and the action plan of the postal department. From 7.30 pm to 11.30 p.m. the reception committee presented a very attractive cultural programme under the Leadership of Sri Goutam Bose & Asis Bose brother of Sri Debasis Bose.

Delegate session again met on 12th & 13th January, 2015 and 32 Delegates & visitors took part the agenda wise-discussion. All the Delegate & visitor appreciated and pay their sincere thanks to Rajat S. Das, Circle Secretary and all the Circle Union office-Bearers for the appropriate action taken towards the settlement the problems of the Members as well as increasing the membership of our beloved Union as well as all the affiliated Unions of FNPO in West Bengal Circle. They also appreciated the Circle Secretary for the formation of Pensioners Circle Committee & Part-time contingent & DRM Circle Committee in WB Circle. The session took some resolution & decisions for strengthen our union as well as set-right the problems of our members. Sri Manik Ch Dey DS & Asstt. CS invited the 25th Circle Conference at Murshidabad Division and the whole house welcome the proposal.
