It is hereby notified that the 22nd Circle Conference of “National Association of Postal Employees Group – C, West Bengal Circle “ will be held on and from 27th to 29th May at Bharati Bhawan ,Burnpur, under Asansol Division, Burdwan,West Bengal.
It is also notified that no fresh notice will be issued if the date(s) and venue of the meeting is changed, but only intimation will be sent.
It is hereby notified that the following will be the agenda for the Circle Conference
1. Adoption of Report on activities of the Association for the period from 1st March` 09 to 15.05.11
2. Adoption of Audited Accounts of the Association for the period from 1.04.08 to 31.03.09, 01.04.09 to 31.03.10 & 01.04.10 to 31.03.11
3. Organizational Review & financial Review.
4. National Post & Association Building.
5. Proposed Indefinite Postal Strike from 05.07.11
6. Problems relating to different units in Postal Services.
a) Computerization& Mechanization b) Cadre – Restructuring, c) Creation of Post Master Cadre. D) 3dr MACP to departmental Employees.

It is hereby notified that the next circle working committee meeting of “National Association of Postal Employees Group – C West Bengal Circle “ will be held on and from 26th to 29th May at Bharati Bhawan ,Burnpur, under Asansol Division, West Bengal. The meeting will commence at 11.00 am on 26th May 2011 and will continue as and when required during 22nd Circle Conference from 26.05.11 to 29.05.11at the same Venue.

Letter of authorization for New member.
To

Dear Colleague,
Of late Divisional Secretary AIPEU submitted revised letter of authorization in the proforma which is prescribed for only the verification purpose in most of the Division and also the same has been submitted to the Divisional Head instead of D.D.O. as required vide Director of Posts letter No 13-1/2002-SR dt 24.03.2003 communicated vide CO letter U&A/Rlg/Pt-II/Corr. Ch-V dated at Kolkata 700012 the 11.04.2003. On that date the proforma of Letter of Authorization i.e. without any signature of Director (SR) is still in force unless and until the said order is revised. So the old form should be used in the event of Switch over to another union and enrollment of new member. The matter has already been taken up with the Circle office by Agenda.
In this connection all the Divisional Secretaries are requested to take up the matter with the Divisional Head for cancellation of the letter of authorization so submitted by AIPEU to the Divisional Head and a copy endorsed to the circle Secretary at the earliest.
Secondly, all of you are known that some amendments of our union Constitution was made in the last AIC at Siliguri one of which is enhancement of Union Subscription from Rs 20/- to 30/-. The approval from the Directorate will come shortly and meanwhile Divisional Secretaries are requested to write to the Divisional Head requesting to instruct all the D.D.O`s under his control to deduct the union subscription @ Rs 30/- instead of Rs 20/- from the salary of May `11.

Dear Colleague
I hope all of you would have received the bulletin & Donation Coupon issued by the Reception Committee. The CWC notice for the Circle Conference is sent herewith. The decision of holding the Circle Conference was informed through our website also.
The Divisional Secretaries may please note that the Circle office will not circulate the Notice of the Circle Conference to Divisional Heads. The Divisional Secretaries should furnish copy of the notice issued for the Circle Conference to the Head of the Division requesting them for granting Special casual leave to the eligible officials. (Departmental order No 54-1/83-SFB-II dated 06-12-1983)
The Delegates will be admitted in the Circle Conference on the basis of Quota remitted upto 31.03.2011. Please refer to clause 16 and 33 of the Constitution in this regard.
The Divisional Secretaries is requested to intimate immediately the number of delegates and visitors participating in the Circle Conference so that the reception committee can make arrangement for their boarding and lodging. The Reception Committee appealed for donation. The Divisional Secretaries are requested to help the reception committee to make the conference a grand success.
I request the Divisional Secretaries to discuss the proposals in the respective General Body meeting before coming to the circle conference for restructuring on strategic plan of the Department. The NAPE – C already submitted the proposals as the GS is the member of the committee.
Let us meet in a crucial Circle Conference after changing the political scenario in west Bengal General Legislative Assembly Election in a congenial atmosphere and also deliberate on the rapid changes in the department as a result of reforms and strive for the betterment of Group – C particularly and all other employees of the department as a whole. We should not forget our responsibilities in deciding the policies. Let us be very serious about the future of the Department and our employees.
