The clarification at Sl 6 is silent as to the date of effect of the order.If it is effective from the date of issue then what shall be the action on the cases which were under process from 2018 and finally approved in January 2019. Further the clarification of SPN II on 03/06/2019 stated that the cases ( for vacancy from 01/01/2019 to 31/12/2019 shall come under the Transfer guideline Dated 31/07/2018 but the authority has kept the approved cases pending till now and informed against RTI that the same will be finalised in November,2019.But the transfer guideline dated 31/07/2018 does not provide any such clause of keeping the cases pending till November.In fact, if the authority promulgates transfer policy at interval of six months the staff members will surely face problems. I visited your website today and found reply to one RTI which appeared to me as a funny matter. The RTI is regarding station tenure. The authority has admitted that the term has no specific meaning. Highly regrettable condition.
