Subject : - Lack of training on Finacle Operations in respect of CBS.
Madam,
In continuation of my earlier letter of even no. dated 18/11/2015, it is further to bring your kind attention that various Sub Post offices have been selected recently for migration in a short notice due to fulfillment of target in a stipulate period. As such many irregularities have happened. Out of those proper training of officials is a burning issue. Most of the officials of the offices migrated in early November are not scheduled for training in Finacle yet either by Circle/Regional Training center or by WCTC. But the officials are compelled to work in Finacle Core Banking Solution by hook or by crook. Most of the employees are ignorant of this new system and afraid of it. As per Dte’s order, all the officials will be properly trained before migration to CBS. But practically it is day dream. The Head offices are functioning smoothly as the officials were trained enough but in case of Sub Offices the Department is reluctant to train the officials. In few cases divisional heads have ordered to depute trained officials to newly migrated Sub Offices for one or two days. It makes the officials relax for one or two days but their skills are not developed. On the other hand the deputed offices are suffering from lack of staff. It not only causes a panic amongst the officials but also a draw back to the business of the Department and dissatisfaction to customers. Hence our Federation strongly demands two pre conditions before Migration are as follows;
1. Proper training of all the officials on “End User” Syllabus before migration the Office to CBS.
2. Arrangement to enhance “User Champion”trained officials in all Divisions as to why they may train other officials and solve the critical situation in Finacle operation.

- Necessary steps to stop Irregular and whimsical CBS Migration at various Post
offices.
Madam,
It
is to bring your kind notice that various Sub Post offices through out the circle has
been selected recently for migration in a whimsical and irregular manner. Most
of the selected Post Offices has not yet got Sify network migration. Even both
the NSP1 & NSP2 are down in Sify network status, the office is selected for
CBS Migration. Some of the irregularities are as follows as faced by the
division of Murshidabad, South Nadia, North Presy, Barasat, Coochbehar,
Dinajpur, North Hooghly, Purulia, South Hooghly, North Kolkata, South Kolkata
etc ;
1 (a). Zero Interest posting in several Financial
Year in respect of SB Accounts.
(b). The Balance of SB and TD accounts of Sub
Offices are not tallied with HO Balance. It may inspire fraudulent tendency and
many of innocent officials may be victimized like Narapatipara BO Fraud case.
(c). Officials are not trained at all in Finacle
but the office get migrated.
(d). Inhuman pressure is being created on the
SAs as well as the SPMs to sanitize data and migration to CBS in a stormy
manner working through the night. The officials are feeling ill.
(e). Data of SOs are not get sanitized
properly and migrated with fault. It may cause various difficulties in future
the official as well as the Department may be victimized and good will of the
Department may be lost.
(f). The manual data of KVP/NSC were made by
the private vendor which should be verified either by the concern Postmaster or
by the team formed by the divisional head, as after migration there will be no
edit option.
2. The Sify network speed is too slow to
work smoothly causes customers are standing hours together in a long queue and
criticizing the department. Necessary steps to be taken towards speed of
network and also supply of Passbook Printer to set right the problems faced by
the staff.
Our Union as well as Federation strongly protest such
whimsical and irregular activities and request your good offices to take
necessary steps on these burning issues at the earliest.

The Commission has completed its deliberations and will submit the report to the Government of India on 19.11.2015 at 19:30 hours
According to sources, the recommendations of the 7th Pay Commission will be submitted to the finance minister on Thursday. The 7th Pay Commission is unlikely to suggest changes in the retirement age of central government employees, sources said.
Central government employees and pensioners are likely to be disappointed as the 7th Pay Commission is expected to propose an approximate 15 per cent hike in salaries starting January 1, 2016, sources told NDTV.
The recommendation, which will become effective after a Cabinet nod, will impact 50 lakh central government employees and 54 lakh pensioners.
The 15 per cent salary hike likely to be recommended by the 7th Pay Commission will be much lower than the 35 per cent hike employees got on implementation of the 6th Pay Commission in 2008.
A 15 per cent salary increase would push up the central government's salary bill byRs. 25,000 crore, which is 0.2 per cent of India's GDP, according to Bank of America Merrill Lynch estimates.
Economists expect the wage hikes to boost the consumption-driven recovery in the domestic economy. Sales of affordable homes and consumer durables such as cars, two-wheelers and other electronic items are likely to pick up, analysts say.
On the flip side, salary hikes are also expected to stoke inflation and fiscal pressures, economists say.

10TH FEDERAL CONGRESS HELD AT MOULALI YUBA KENDRA FRON 3/11/2015 TO 06/11/2015.
10th Federal Congress of
Federation National Postal Organisation held on and from 3th November to 6th
November 2015 at Moulali Yuba Kendra, Kolkata. A good number of Delegates &
