North Kolkata Division organized a Trade Union Convention on the subject “Vision India Post 2012” on 27th March 2011 at Dum Dum MDG. Sri Sanjib Ranjan I.P.S (DPS, Hq) and Sri A.K.Maity, Sr. Supdt of Posts North Kolkata Division & Circle Secretary Officers Association graced the convention as Chief Guest & Special guest respectively. Sri Tapan Kumar Ghoshal had presided over the convention. At the out set of the convention Sri Dipak Kr Biswas Division Secretary North Kolkata Dn elaborately discussed significance on the subject before the house so as to take part the members in the discussion. Sri Sanjib Ranjan DPS (Hq) addressed the house for about an hour. He pointed out the problems of the staffs so faced in the working field. He also enlightened the members of the house what the India Post is going to do in the near future. He also pointed out that many courier companies are in the communication market and for that we have to see that the quality of service that provided to our customers is not inferior to that provided by our competitors for such reason we have to induct technology in a massive way. At last he appreciated the NAPE Gr- C North Kolkata Division as well as WB Circle for selecting such Subject like Vision India Post 2012. Sri A. K. Maity addressed the house as Divisional Head as well as Circle Secretary Officers Association. He also appreciated the NAPE Gr- C North Kolkata Division for selecting such Subject in present point of time. Besides Sri Rajat S Das Circle Secretary WB Circle, Sri Manik Ch Dey Asstt C/S, Sri Dilip Das Asstt C/S , Sri jaynal Abedin Vice President, Sri Kousik Chakraborty, Circle Treasurer, Sri Madhab Pal Asst C/Tr, Sri Pritish Biswas C/Org Secy, Sri Ratan Dey D/S Kol Fgn Post, Sri Asoke Kr Bera D/S Tamluk Dn and other leaders from East Kolkata Dn, Central Kolkata Dn, South Kolkata Dn, Howrah Division & Purulia Division attended the convention . Newly elected members of women committee, Smt Madhumita Choudhury, Smt Babita Goswami, Smt Paramita Roy Choudhury were honoured by the North Kolkata Dn. Newly appointed Pas & members of our union were also honoured by the Division.Sri Dipak Kr Biswas Divisional Secretary North Kolkata Division conveyed thanks to all the members leaders of the Circle Union mentioning the cordial relation after a long interval. Sir/Madam,
Reference is invited to this Directorate letter No.6-1/2009. PE.II dated 09 October 2009 providing for Maternity Grant to the women GDS.
2. One man Committee under Shri RS Nataraja Murti constituted under Resolution No. 6-1/2007-PE II dated 23rd July 2007 examined the system of Extra Departmental Post Offices and wage structure of Gramin Dak Sevak & submitted its report on 29thOctober 2008. After approval of Cabinet, the Department issued orders under No. 6-1/2009 PE II dated 09 October 2009. It was prescribed under

The recommendations made by the One man Committee in Para 16.10.1have been examined further and it has been decided that Maternity Grant equal to three month's TRCA with DA out of welfare fund will be payable from the welfare fund at the disposal of the Circles effective from 09 October 2009 on fulfillment of the following conditions;-
(a) Maternity Grant will be payable to a woman GDS for each child up to the birth of maximum of two children limited to a maximum of two confinements resulting into birth of first two children only during the entire engagement of the following of a woman GDS.
(b) The women GDS must have rendered a minimum of one year service of becoming eligible for grant under the provision.
(c) No Financial Grant will be admissible for medical termination of pregnancy (abortion). Miscarriage and still births.
4. The scheme of allowing Maternity Grant is like any other ongoing welfare scheme paid out of welfare fund. Funds will be allocated for this scheme by welfare section of this Directorate to the Circles. Heads of the Division will be competent to sanction Maternity Grant to the women GDS out of welfare fund placed at their disposal by the Circle concerned.
5. Woman Gramin Dak Sevaks like Mil Deliverer and Mail Carrier may also be considered for lighter duties wherever possible during the pre and post confinement period for a maximum period of six months.
6. Woman GDS shall be granted Maternity Leave not exceeding six months covering the pre and post confinement period. For the period of Maternity Leave, Woman GDS will be paid Maternity Grant for three months and leave for another three months may be granted without allowances.
7. Existing powers of Divisional Heads for grant of leave beyond 180 days leave without allowances availed by GDS to work against in Group D and Postman vacancies would also cover period of three month Maternity Leave with allowances (Maternity Grant) and another period of leave for three months without allowances if availed by Woman GDS.
8. The contents may be brought to the knowledge of all concerned. This has the approval of the competent authority.

CWC Meeting
CWC Meeting & Decision taken
The expanded Circle Working Committee Meeting held on 15th & 16th March, 2011 at Municipality Tourist Lodge Krishnanagar under North Nadia Postal Division. Sri Somnath Majumder & Ratan Kr. Das and other members done good arrangement for accommodation & food. Circle Association Convey sincere thanks to them.
In the CWC Meeting the Income & expenditure was placed and shown some deficit i|r|o 19th AIC at Siliguri due to non-payment / Short payment of assured donation by the Divisional Association. After long discussion the Divisional Secretaries further assured for payment of the same immediately.
After long discussion the expanded CWC took an unanimous decision for holding Demonstration on 04th April 2011 (Monday) before the Division head and submission of memorandum at Launch hour by FNPO affiliates.

I attended as working president - FNPO in the OPEN SESSION as Guest of 18th AIC of NURMS & MMS, Gr-C, held on 10.3.201 at Preeti Functrion Hall, Kotta-Kuppam - Pondicherry, Tamil Nadu and the conference was held from 10-12th March, 2011.The open session started at 4.00 p.m. Hon’ble Chief Minister - Pondicherry, CPMG - Tamil Nadu Circle and S/s Subrata Chowdhury - President (CHQ), D. Theagarajan, SG, FNPO. D. Kishan Rao, GS-NAPE-C, Rajat S. Das, Working President - FNPO, T.N. Rahate, President FNPO, P.U. Muralidharan, GS-NUGDS & all the General Secretaries under FNPO affiliates greeted the conference.

The 1st All India Conference of NU Postal Civil wing - NGE and All India Postal - SBCO (FNPO) conference were held at Preeti Marriage Hall, KottaKuppam, Pondicherry from 10-12 March - 2011. I also attended both the conference as working president FNPO and Special Guest. All the General Secretaries of FNPO affiliates & SG-FNPO Greeted the conference.
Sri Partha Pratim Ghoraj, has been elected as General Secretary of Postal Civil wing Union and Sri Sambhudam elected as General Secretary of Postal SBCO-employee Union.

The two days Trade Union Seminar Under the banner of NAPE, Gr-C - FNPO was held from 11th to 12th March 2011 at Preeeti Mahal, Kotta - Kuppam, Pondicherry, Ta mil Nadu. The Seminar was Inaugurated by Sri Ramunajan, Hon’ble PMG (Chennai City Region) and Pronay Sharma, Hon’ble DPS, D. Theagarajan, SG-FNPO, D-Kishan Rao, GS-NAPE-C delivered their valuable speech on the subject “Modernization of Postal Services and involvement of Staff for better services to customers satisfaction”

1st Women Convention in Appex Lavel
The first women convention in appex Level under the banner of NAPE, Gr-C (Central Head Quarter) was held from 11-12 March at Preeti Mahal (1st Floor), Kotta-Kuppam, Pondicerry, Smt. Pema doma Bhutia - Chairperson & Smt. K. J. Dolima - Convenor of the Committee introduced the needs of the women convention.
S/s D. Kishan Rao, Rajat S. Das, D. Theagrajan, P.U. Muruleedharan, P.S. Babu, GP Mutta Kishan graced the convention. 11 Lady Participents from different Circle took part in the discussion including Km. Putul Chakraborty & Smt. Pema Doma Bhutia from West Bengal C circle.

CAT ORDER IN RESPECT OF PA/SA RECRUITED FOR THE YEAR 2005-2008
CAT Calcutta Bench made order on 04/02/2011 in respect of a case filled by the victimized selected PA/SA in West Bengal Circle, recruited for the year 2005-2008.......
1) Order for canceling the Panel by the Chief PMG WB Circle has been quashed.
2) The benefit of this Judgment will also extend to all other candidates who have not approached the Tribunal. The candidate who had completed the Training and not yet appointed should be appointed.
3) Arrear salary should be paid to the candidate from 07/08/2010.
4) In case who have not been sent for training should be sent immediately.
5) This entire process should be completed within 3(three) months from the date of order.
6) If the arrear is not paid within the stipulated period of three months, interest @ 9% should be paid to the candidates.
7) A sum of Rs 1000/- per OA should be paid as to cost.
I wrote several letter to the Chief PMG demanding immediate implementation of CAT order and issue appointment letter to the selected candidates.
Secretary General (FNPO) also addressed to the DG Posts for immediate implementation of CAT order
I with all other Circle Secretaries of FNPO affiliates met on 01/03/11 with the Chief PMG and demanded immediate implementation of CAT order. But the Chief PMG is of the opinion that he will go to High Court. We oppose such unethical decision made by CPMG WB Circle.
Further I alone on 07/03/11 met Chief PMG and again requested not to move High Court for the sake of innocent selected candidates. The matter was further pursued with SG & GS and it is learnt that the matter was taken up in Directorate level by both the leaders

Induction Training for Postal Assistant passed from GDS
I met with the Chief Postmaster General WB Circle alone on 07/03/2011 and discussed regarding sending the candidates selected as Postal Assistant on merit from GDS employees. The Chief PMG assured me to send those candidates to PTC Vadodara for induction Training by end of this month. No other Union demanded before the Chief PMG so far the information received from source. So we always with the employee and we worked for the welfare of employee.
In course of discussion some problems in Tamluk, Howrah, Darjeeling, North Presidency, Asansol & Purulia Division drought to the notice. The Chief PMG assured to look into the matter.

In view with the facts as stated above I would like to draw your kind attention to the following few lines for favour of your kind reconsideration and justifiable order so that no dispensary situated either in Siliguri or in Jalpaiguri shall have not be in troubles in any way in future towards providing the adequate services to the members of staffs working in the both cities like Siliguri and Jalpaiguri.
It is well known to all that Siliguri is not only recognized as an unwritten Capital of North Bengal. But, at the same time it’s also well recognised as a Gate Way of North-East Zone in India. As such, considering its all aspects, importance and glorious potentiality of the Siliguri, the department of Posts has initiated an wide and biggest Postal Net Work in Siliguri in view of providing an adequate Postal services in through out the North-East Zone, India.
Accordingly, the various wings of this department like Rly. Mail Service, Rly. Mail Motor, Postal Store Depot, Post Offices and the Regional Head Quarter of Postal Services had also been established in Siliguri.
Hence in view of providing the minimum family welfare and medical facilities, the both Dispensaries were inaugurated in Siliguri and Jalpaiguri. Earlier, both the dispensaries of Siliguri and Jalpaiguri were providing the medical facilities to the whole members of staff of the department of Posts and Telegraphs.
Later on, after the bifurcation of this department in the two separate and individual establishments like Posts and Telephones, the strength of the beneficiaries of the two dispensaries situated in Siliguri and Jalpaiguri became decreased most unexpectedly.
But, instead of that the number of beneficiaries of the Postal Dispensary , Siliguri had not been less than 4000 and till there 3500 beneficiaries (including the pensioners of the Postal and Telephones departments) have yet been enjoying the medical facilities of the Postal Dispensary, Siliguri and accordingly at least 120 beneficiaries are regularly being used to come at the postal dispensary ,Siliguri for the purpose of availing the medical treatment, check-up and review in a regular measure.
But to satisfy the rules of this department, there at least 3 Doctors are normally required to provide the proper service, examination, check-up, review of the patients. Although, there 3 (three) Doctors were available in the Dispensary , Siliguri till 28.02.2010 to subserve the purpose but due to the promotion of Dr. P.K. Deb, (Chief Medical Officer, Postal Dispensary, Siliguri ) one of them has reduced. For which a tremendous crisis is being created and subsequently effecting the proper supervision and caring of the patients and also the other administrative works are hindered from smooth functioning.
Hence, under this adversaries, instead of appointing another one Doctor, the removal of one more in the present situation is against the circumstantial necessities and demands. As a result when this dispensary has been functioning with an acute shortage of staffs and Doctors and a crucial moment is being faced regularly, at such severe stage the another order of transfer and posting of Dr. S.R. Dhar, CMO (NFGS) from Siliguri to Jalpaiguri is certainly being seemed as a bolt from the blue and an warrant to seize off the works prior to closedown the dispensary of Siliguri in a very near future. Resulting the members of staffs and beneficiaries of the Siliguri have been aggrieved very much.
Under this circumstances, you are requested to kindly reconsider the matter with a realistic views so that the order of the transfer and posting of Dr. Dhar from Siliguri to Jalapiguri may kindly be dropped immediately. As well as instead of that Dr. Ghosh may kindly be allowed to extend his honorary services on the basis of adhoc arrangement after his retirement from service on superannuation on 28.02.2010. and Dr. Dhar, may kindly be allowed to hold the joint charges of COM I/C of the both Dispensaries of Siliguri and Jalpaiguri simultaneously till the recruitment of regular one .
At the same time you are also further requested to kindly arrange to fill-up the all posts are lying vacant in the both Dispensaries situated in Siliguri and Jalpaiguri
In view with the above I would like to further submit some information in respect of the different categories vacancies which are being held from time to time in the dispensaries of Siliguri and Jalpaiguri for favour of your kind information and for taking necessary action to redress the problems very badly being experienced by the all beneficiaries of the both Cities.
