Divisional Concerence of Purulia Division

The 26th Circle conference of NAPE Gr-C, West Bengal Circle was held from 28th to 30th October 2018


The 26th Circle conference of NAPE Gr-C, West Bengal Circle was held from 28th to 30th October 2018 at Panthanivas Hall Coochbehar, WB. On 28th October a big colourful Rally covered the city at 2.30 to 4pm. After the Flag hoisting ceremony was held. Sri Rajat S Das, B. Shibakumar and Koushik Chakraborty hoisted the National Flag, Federation & Union Flag respectively. The open session inaugurated by Sri Rajat S Das Chief Advisor at 4.15 pm S/s B Shibakumar, Sribhagaban Yadav, P U Murulidharan, L D Koushik,N K Tyagi, Srinibash Debnath Paul (C/S RMS-3) Bholanath Das (C/S RMS-4), Dilip Kr Das Nishit Chakraborty and our C/S Koushik Chakraborty delivered their speech. In the evening a good cultural programme organized by the reception committee to enjoy the delegates.
Second day on 29th October, delegate session commence from 9 am to 1.30 pm and thereafter 4pm to 10pm where 26 delegates took part in the discussion and also raised some points. Circle secretary Sri Koushik Chakraborty replied all the points of 26 participants.
Third day on 30th October delegate started from 9am. Sri B. Shibakumar and P U Murulidharan addressed the session. S/s Rajat S Das and Koushik Chakraborty covered all the items and thereafter felicitation given to our Ex- circle office bearers Sri Jaynal Abedin & Sanat Kumar Paul. At 1pm election of office bearer conducted by the president of the meeting in very presence of CHQ office bearers & Departmental official observer where the following were duly elected unanimously by the delegates in the house.

After rally and delivering lecture in support of the 16 points Charter of Demands of NUGDS submitted memorandum to the Chief Postmaster General WB Circle for onward disposal to the Postal Services Board for redressal. FNPO affiliated WB Circle Congratulates the members and activits for successful holding of the programme.

Subject: Change of date of holiday on account of Id-u-Zuha (Bakrid) during 2018 for all Central Government administrative offices located at Delhi / New Delhi.
As per list of holidays circulated vide this Ministry’s O.M.No.12/3/2017-JCA-2 dated the 14th June, 2017, the holiday on account of Id-ul-Zuha (Bakrid) falls on Wednesday the 22nd August, 2018. It has been brought to notice of this Ministry that in Delhi Id-ul-Zuha will be celebrated on 23rd August, 2018. Accordingly, it has been decided to shift the holiday to 23rd August, 2018 in place of 22nd August, 2018 as notified earlier, for all Central Government administrative offices at Delhi / New Delhi.
2. For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.

UP DATE OF TODAY'S MEETING

Today meeting held in Dak Bhawan at 11 Am.
Administrative Side: DG Post's, Member (P) DDG (Estt), DDG (SR & Legal) ADG(Estt), ADS (GDS) and other officers.
Union side:- All three General Secretary and GD Group , FNPO.
Details discussion held between Administration and union representatives on the basis of GDS JCA memorandum, majore issues Viz date of implementation of new Scales, payment of arrears gratuity, financial upgradation, leave etc.Department catagorically replied that in case of implementation issue like date of implementation of new scale, arrears formulas as already cleared by the cabinet and it can not be reopened. Regarding all other issues viz leave, CEA, GIS, transfer, ESI facility SBDS financial upgradation etc will be considered positively and orders will be issued as early as possible. But union representatives expressed their resentment and deep concern over the date of implementation of new Scales, arrears payment formula and strongly demanded to consider. Department proposed the unions to submit a detailed note on all the issues raised in the meeting further considerationat the appropriate level.
Three General Secretaries of GDS discussed over the today's meeting and decided to submit detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

DECISION OF THE NJCA MEETING HELD AT JCM (NC) STAFF SIDE OFFICE, NEW DELHI ON 3rd JULY 2018

Representatives of the Confederation took a stand that as two years are already over after the assurances given by Group of Ministers, NJCA should revive the deferred indefinite strike immediately and date of commencement of the strike should be decided. After detailed discussion and after considering the views expressed by other NJCA Members (representing Railway Federations & Defence Employees Federations), it was unanimously decided TO PASS A RESOLUTION against the anti-employee attitude of the Government and inform the Government that if the Government fails to settle the demands of the Central Govt. Employees raised by NJCA including the major demands viz; increase in Minimum Pay and Fitment Factor from 01.01.2016, Scrapping of NPS, implementation of Option - 1 from 01.01.2016 , withdrawal of "very good" benchmark for promotion , through a negotiated settlement on or before 07th August 2018 , then the NJCA would be left with no option than to revive the deferred indefinite strike action. The NJCA will meet on 18th August 2018, to decide next course of action.

GIST REPORT

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.
The revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non-recurring expenditure - Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018-19.
3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision.
Details:
  1. Time Related Continuity allowance (TRCA) structure and slabs have been rationalised.  The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).
  2. The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.
  3. Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

  1. Dearness Allowance will continue to be paid as a separate component, and also revised from time to time whenever it is revised for Central Government Servants.
  2. It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.
  3. Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.
  • vii. Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.
  1. A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.

Implementation strategy and targets:
The revision would result in improving the wages, allowances and discharge benefits of Gramin Dak Sevaks resulting in providing efficient & cost-effective basic postal facilities in the rural area. The proposed increased emoluments will enable him to improve his socio-economic standing.

Impact:
The Branch Post Offices are the fulcrum for provision of Communications and financial services in the village and are located in remote areas. The Post Master has to deal with large sums while making payments to customers; hence accountability is already built into his work. The enhanced remuneration will increase the sense of responsibility. Moreover, with the roll out of the India Post Payment Bank (IPPB), the CDS network is expected to play a key role in the process of financial inclusion of the rural population.

Background:
The Extra Departmental system in the Department of Posts was established more than150 years ago to provide basic, economical and efficient postal services in the rural areas where there was no justification for engaging full time regular employees. One Lakh Twenty-Nine Thousand Three Hundred forty-six (1,29,346) Extra-departmental Branch post offices are primarily manned by Gramin Dak Sevak Branch Postmasters. In addition, Gramin Dak Sevaks other than Branch Postmasters are also working in Branch, Sub and Head Post offices. The main features of the engagement of Gramin Dak Sevaks are that they work for part time ranging from 3 to 5 hours per day and supplement their income from other vocations so as to have adequate means of livelihood for themselves and their families. They remain in service up to the age of 65 years.

Sir,

Sub: -  Ongoing GDS Strike.

As you are aware the strike of the GDS Unions demanding immediate implementation of positive recommendation of Kamalesh Chandra committee is continuing. All the four GDs Unions are on strike and the functioning of 1,29,500 Branch Post offices has been paralysed. In remaining departmental offices also work is badly affected.

Instead of taking a positive approach to discuss and settle the demands amicably, the stand of the Department and Govt. that “strike should be withdrawn first and then only discussion”, “no minutes or agreement” etc. cannot be accepted by trade Unions of its name. The attitude of the Govt. and Department is condemnable.

As GDS has not raised any unreasonable demand, prolonging the strike further will complicate the situation. We, the Federation, shall not remain as silent spectators, when 2.76 lakhs GDS who are an integral part and backbone of the rural Postal services are on strike for 15 days.

We hereby like to inform you that if the strike is not settled by accepting the reasonable demands of the striking GDS Unions immediately, NFPE and FNPO and all its affiliated unions will be compelled to join the strike with short notice. We have already notified the meetings of our managing bodies to take a decision in this regard.

We earnestly hope that the Secretary, Department of Posts, shall come forward to negotiate and settle the legitimate demands of the striking GDS Unions forthwith, before the situation goes from bad to worse.

Latest position of GDS Strike......


The FNPO & affiliated unions totally support the GDS indefinite Strike from 22 May 2018.

1. Arranging picketing at HO’s and bigger offices & Divisional offices especially in CO &    RO’s.

2. Do not go against the GDS employees Indefinite Strike.

3. Don’t allow departmental employees to interfere with the duties of GDS employees.

4. Don’t allow any transactions without RICT & don’t allow any officiating arrangements. 

We should see that this strike is total success and no departmental employee should obstruct the strike according to the GDS employees demand. We should act for the success of strike.

The PJCA is observing the situation and it will embark on a total strike according to the situation.

We appeal to the Postal Board and Ministry of Communications to take appropriate decision soon.

The PJCA already made this intension to join the strike and many Circles joining the strike from tomorrow which is a spontaneous action.

The Postal Joint Council of Action is not responsible for the stalling of postal operations and the responsibility rest with the Ministry of Communications and the Government of India.

Today's discussion with DDG (SR & Legal) is not fruitful. The DDG did not assure anything about implementation of GDS committee report. We are asked to withdraw the strike unconditionally. This union did not agree. The Strike will continue as reported by our General Secretary .......

Dear Colleagues,

            As you are well aware that the NUGDS, AIGDSU and NFPE GDS unions had served strike notice on 3.5.2018 for indefinite strike from 22.5.2018 for implementation of  Kamalesh Chandra Committee positive recommendations which is delayed indefinitely and 3 Lakh GDS employees are frustrated.

            The available General Secretaries of FNPO and NFPE met and formed PJCA on 16.5.2018. The Federal Secretariat of NFPE was also in session on the same day. It was unanimously decided to support the strike of GDS employees.

            The PJCA consisting of NFPE and FNPO served a letter on 17.5.2018 to the Secretary in unequivocally terms that the Postal JCA supports the strike of GDS employees in total solidarity and it will decide future programme shortly if the demand is not settled and it is made clear that the Department is only responsible for the paralisation of postal services at this crucial juncture.

The FNPO therefore appeals to the cadre
  
1.    All the affiliated unions should extend full support in solidarity and organize for the total strike of GDS employees.
2.    According to the local situations they may form local JCA and cooperate to the strike according to the situation and see that the strike is total.
3.    During the period of strike massive demonstrations should be held at all work places
4.    They should protest wearing black badges against the callous attitude of the Department and Government.

All should understand that due to the technical compulsions the Postal JCA didn’t join the strike from the said date. The Postal JCA is watching the situation and take appropriate action in due course and will maintain broader unity for fulfillment of the charter of demands served on 17.5.2018 including the GDS demands (appended). Make preparations for the future direct action.

The agitation should send a message to the Department that the powder is dry and it will culminate to an indefinite strike shortly.
