Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised                   rates w.e.f. 01.07.2011 onwards-reg.

            Consequent upon grant of another installment of Dearness allowance, with effect from 1^st July, 2011 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure, OM No. 1(14)/2011-E-II(B) dated 3^rd October,2011, the Gramin Dak Sevaks(GSD) have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01.07.2011. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhances from the existing rate 51% to 58% on the basic Time Related Continuity Allowance with effect from the 1^st July, 2011.

2.         The additional installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the months of July to September, 2011, shall not be made before the date of disbursement of TRCA for the month of September, 2011.

3.         The expenditure on this account shall be debited to the Head" Salaries" the relevant head of account and should be met from the sanctioned grant.

4.         This issues with the concurrence of Integrated Wing vide their Dairy No. 123/FA/II/CS dated 18^th October, 2011.

FLASH NEWS.

In consultation with Central Ministry of Law the Directorate issued instruction to the Chief Postmaster General WB Circle to carry out the order of the Hon’ble CAT Kolkata Bench & High Court Kolkata for immediate appointment of all the candidates selected for the vacancy 2006-2008 except three. Accordingly the CPMG W.B. Circle issued order today vide No: Rectt/R-8/Direct Quota/2006 dated 17-10-11 to all Divisional Head for immediate issue of appointment letter/posting order to selected candidates. Similarly 3 candidates are asked to appear before the CPMG WB Circle today for interview as per the verdict of the High Court and that has been done.

            In this regards it is to mention that our circle Union as well as CHQ & Divisional union have taken lots of efforts for the natural justice for the last 1year and 4 months and having this fruitful result we are very much happy.

            Further it is also enlighten that the concerned 207 PA/SA candidates are well aware that NFPE forced the Chief Postmaster General not to issue appointment letter & created such litigation. We also congratulate the candidates for their efforts to go on CAT & High Court & ultimately succeeded. 

Latest Development of Problems through out the Circle

Circle Secretary NUPE Gr- C W.B. Circle met Postmaster General Kolkata Rejoin on 12.10.11 in his chamber regarding problems and settlement of the case of Barasat Division, Birbhum, North Nadia, Central Kolkata, North Kolkata, East Kolkata & South Kolkata Division and she responded positive views, Let us see the outcome on the discussion.

            On 13.10.11 the Circle Secretary again met Chief Postmaster General, in his chamber and took discussion about 1 hours regarding immediate appointment of PA selected for vacancy from 2005-2008 in the light of CAT & High Court Judgment. The Circle Secretary is hopeful that the result will come out by 4^th November 11.Further the CPMG assured that the in-house Training of the newly recruited PA’s from GDS will be started soon.

            Circle Secretary also pointed out and requested to intervene into the decision taken in the 4 monthly meeting and its immediate implementation. This union is also happy that Chief Post Master General instantly called the ADPS (Rectt), ADPS (Staff) & APMG P&SR) necessary direction has been given towards implementation of order/ decision of the 4 monthly meeting.

I.P.O. Examination 2011

Today Director General (Posts) issued order for holding of I.P.O. Examination for West Bengal Circle also. Date of Examination :- 15th & 16th October 2011. Vanue :-Siliguri. All candidates are requested to download their Hall Permit from official website i.e www.indiapost.gov.in. and before going to the venue please get it attested.
