17th Circle Conference of Gramin Dak Sevak, West Bengal Circle.
17th Circle Conference of Gramin Dak Sevak West Bengal Circle was held at Bandhan Hall, Burdwan on and from 20/08/2011 to 21/08/2011. 150 delegates and visitors attended the conference. Open session was held in a Air Condition Hall (Zilla Parisad Bhaban) . Food & lodging was very good. all the the delegates and visitors appreciated the reception committee for their good arrangement. Besides Rajat Suvra Das & Muruleedharan many other Nationalist leaders of circlesuch as Sri Madhab Pal Alipore, Sri Dilip Das , Howrah, Sri Pranab Mahato, Purulia, Sri Gajendranath Ghosh, North Hooghly, Sri Sanjoy Ghosh & Subrata Ghosh North Kolkata,Sri Somnath Majumder, North Nadia.& Manik Chandra Dey Murshidabad,attended the conference. P.U.Muruleedharan and Sri Rajat Suvra Das elaborately discuss in the subject committee as well as in the open session.In the conference following office Bearers were elected in presence of General Secretary Sri P.U.Muruleedharan.

Sub: Amendment in constitution of National Association of Postal Employees, Group-C
Sir,
I am directed to refer to your letter No 1-1/RR dated 26/04/2011 on the above mentioned subject and to inform you that Government has provisionally approved amendments to the Constitution of National Association of Postal Employees, Group – C. The amended version will now read as given below:
Article 9: Add under sub clause (iii): However when a vacancy arises in the post of Divisional /Branch Secretary, the President of Divisional /Branch Union will authorize one of the Assistant Secretaries, who will in turn issue notice for the General Body meeting within 30 days from the date of this arrangement with specific agenda for the election of new Divisional Secretary.
Article 23 : Management: Add new clause © The Circle council , which consists of the members of the Circle Working Committee and the Secretaries of the Division and Branches of the Circle shall ordinarily meet at least once between two circle Conference. The period of notification will be the same as the circle working committee. The council will discuss (i) Organizational matters (ii) the problems relating to employees and latest developments in the department.
Article 32: Subscription: The monthly subscription for membership of the union shall be Rs. 30/- from 01.04.2011.
Article 33: Allocation: The amount of monthly membership subscription realized by the Branch Union shall be allocated as between the All India and Circle Union as quota in the following manner, the balance being retained by the Branch Union All India Union- Rs. 8.00, Circle Union – Rs. 7.00, Branch Union – Rs. 15.00.
Article 33: Allocation: The All India Union shall pay to the Federation the due share of the union according to the quota received by the CHQ at the rates as may be fixed by the CHQ at the rates as may be fixed by the FNPO in accordance with its constitution.
Article 33 Allocation (d) No Branch shall remit any quota to the Federation directly.
2. The above amendments may be incorporated in the existing constitution of the Association and a fresh copy of the constitution submitted to this office, for record.

Subject:- Clarification regarding giving option for alteration/withdrawal or inclusion of new members of Service association/unions in the month of April each year to be made effective from the month of July of that year.
Sir/Madam,
I am directed to refer to the Department’s letter no. 13-1/93-Sr dated 25.02.1994 circulating Department of Personnel & Training OM No 2/10/80-JCA dated 31.03.1994 regarding procedure for verification of Membership of associations for the purpose of recognition under CCS(RSA)Rules, 1993 in accordance with instructions contained in said OM, option, if any, for the alteration, withdrawal, inclusion of new members is to be given in the month of April each year to DDO or any other designated authority.
2. The Department, vide letter No 13/01/2010-Sr dated 18.02.2010, modified ‘letter of Authorization’ prescribed by the DOPT specially in order to comply with the direction of Hon’ble Court of Madras given in Write Petitions No 4704-4707 of 1999 and Contempt Petition No 950/9. The modified ‘letter of authorization ‘ was endorsed with signature of Director (SR & Legal) with an objective to rule out the possibility of using the old forms bearing the signature of the employees, as some of the associations had complained about it. The signature of Director (SR & Legal) has no relevance in regard to letters of authorization which may be used for change of option or for seeking new membership in the month of April each year.
3 All the ‘letters of authorization’ whether bearing Director (SR & Legal)’s signature pr not, applied during the month of April may be considered as per the standing instructions and in view of the clarification in the preceding paragraph.
