As learnt that the Director General of Posts reviewed the Charter of Demands of Postal Strike and invited the JCA leaders for discussion on 10th January 2012. Let us see the result of the discussion. Meanwhile all CWC members and Divisional Secretaries of FNPO affiliated union are once again requested to take such steps as necessary to get the Strike successful.

STRIKE MEETING WITH MEMBER PSB ON 27/12/2011
The Postal Services Board called upon the JCA Leaders to have discussion on Strike issue which was held on 27/12/2011. The FNPO leaders as well as the central JCA leaders were on marathon meeting on the day from 9.30 am to 6 pm. From FNPO side S/S D. Theagrajan (S/G- FNPO), D.Kisan Rao (G/S- NUPE – C), T.N.Rahate (g/S NUPE- IV), A.H.Siddiki (G/S- NUR- IV), O.P.Khanna (G/S- AIPAOA), & Sri Sovan Singh Shaini (Asst G/S- NUGDS). The Leaders, first of all met Member (O) regarding MNOP and RMS / Postal related matter, thereafter met Member (P) and discussed regarding Cadre Restructuring , MACP GDS and other related matter, further met Member (PLI) discussed PLI matters.
According to the information from G/S NUPE Gr- C, the Postal Directorate is not agree to issue order immediately as assured on 1st July 2011, moreover the Postal Board is very much interested to implement the Mackinsey Proposal on MNOP in respect of L1, L2 in First class mail. So the discussion with PSB on 27/12/11 was ended without any fruitful result.
Accordingly the JCA leaders have no other alternative but to go on indefinite strike from 17/01/2012 as notified on 15/12/2011.
In this regards all CWC members and Divisional Secretaries both NUPE Gr- C & NUGDS to go ahead for Publicity Propaganda by issuing poster, hand bill and also by Gate meeting General body meeting Zonal meeting etc jointly with FNPO affiliates (not with NFPE) in West Bengal to convince the staffs/ members of public in order to make the Strike a grand success.

32nd Divisional Conference of North Kolkata Division
The 32nd Divisional Conference was held on 17th & 18th December 2011. The delegate session (Subject Committee meeting) was held at Ghugudanga Post office.on 17th December from 6pm to 11.30 pm. In the said meeting Sri Rajat S. Das, Manik Ch Dey. Somnath Majumder, Kausik Chakraborty, Madhab Pal, Dilip Das, Anuj Biswas & Pritish Biswas from circle were present. At the very out set of the meeting Sri Dipak Biswas placed his annual reports on his activities before the house which is an excellent one. In the said conference Sri Swapan Kr Biswas, Sri Tapan Kr Ghosal & Sri Subrata Ghosh were elected as President, Secretary& Treasurer respectively. On 18th Dec’11 the open session was held in the Mohit Moitra Manch Paikpara Kolkata -37 where our DPS (Hq) Sri Sanjib Ranjan & Sri A.K.Maity Sr. Supdt North Kolkata Division were present as Chief Guest & Special Guest respectively.Sri D. Kisan Rao our G/S inaugurated the open session. Many Circle leaders like Karnataka, Tamil nadu, Andra, UP, Bihar, Orissa, Punjab, J&K, Bihar, Gujrat, Delhi, were present. The leaders were felicitated by North Kolkata Division.
The CHQ as well as the Circle union conveyed their thanks to all members of North Kolkata division & nearby Division and newly elected office bearers.
INDEFINITE POSTAL STRIKE FROM 17TH JANUARY 2012
According to the information from G/S NUPEG-C & NUGDS, the Postal Service Board called the Central JCA Leaders on 27/12/11 for discussion the demands of Postal Strike. The member (P) will meet and discus with the JCA leaders on the score. Let us see the out come of the meeting. Meanwhile as per the decision of CHQ as well as FNPO all the Circle Working committee office bearers of both NUPEG-C & NUGDS are requested to go on for publicity and convince the members towards success of Postal Strike jointly with FNPO affiliates.

CENTRAL WORKING COMMITTEE MEETING AT KOLKATA
The NUPE Group – C Central working committee meeting held at KOLKATA (RLO- Building) from 16th to 17th December 2011. In the meeting the organizational, financial and other related matters took place. I the meeting the Indefinite ensuing Postal Strike from 17th January 2012 was discussed thread bare and after long discussion and the request of G/S, the house opined that NUPE- C will participate the coming Strike. In West Bengal Circle the Circle Secretary Stated that there will be no JCA in any level with NFPE but the FNPO affiliates will separately organize the Strike issue jointly. The meeting was presided over by Sri Rajat S. Das the President of CHQ. In this regards to look after the CHQ Leaders and to success the meeting, Manik Chandra Dey Asst C/S, Kausik Chakrabrty,Circle Treasurer, Madhab Pal Asstt Circle Treasurer, Dilip Das Circle Vice President, Somnath Majumder Asstt C/S, & Anuj Biswas Asstt D/S N. K.RAMAMURTY BIRTH CENTENARY CELEBRATION
As per decision of FWC (FNPO) held in Chennai on 08/08/2011, 9(Nine) circle unions of West Bengal Circle leading by our NUPE Gr- C celebrated the glorious Birth Centenary of our great leader & founder of FNPTO on 16/12/2011 at “MOULALI YUBO KENDRA” Kolkata where a Souvenir of K.R was published. In the ceremony our Hon’ble Chief Postmaster General- Sri S.K. Chakraborty, DPS (HQ) Sri Sanjib Ranjan graced the occasion from official side. On the other hand our General Secretary Sri D. Kisan Rao inaugurated the function. A lot of CHQ Leaders like B.Sibakumar (C/S Karnataka), G.P. Muttakrishnan (C/S- Tamil Nadu), K. Monohar Rao (C/S- Andra Pradesh), L.D.Kausik (C/S Delhi), Sribhagawan (Finance Secretary- CHQ), Ashok Pahwa (C/S Hariyana), N.S.Shaini (C/S- Punjab), B.K.Mehra(member CHQ), F.A.Rishi(C/S-J&K), R.N.Parmar (C/S- Gujrat), R.S.Yadav(C/S- UP), B.S.Singh(office Bearer CHQ), R. Subject: Allotment of surplus qualified candidates on the basis of Postman Exam. held on
27-06-2010 to fill up the unfilled vacancies of Postman Cadre for the year 2009
for the Dns/Units under Kolkata Region.
I am directed to allot the surplus qualified GDS candidates of Postman Examination2009 held on 27.06.2010 to the Divisions/Units under Kolkata Region against the unfilled outsider quota of vacancies of Postman cadre meant for Merit for the year 2009 for appointment in Postman Cadre. The names of the candidates are arranged in order of merit and community-wise and allotted to the Divisions/Units under Kolkata Region, considering the number of unfilled vacancies on merit quota as reported by the Divisions/Units within the Region, vide Annexure ‘A’.
2. If any surplus qualified candidate is found unwilling to accept the above promotion due to his/her allotment to other than parent Division/Unit or for any other reason, a written declaration in duplicate stating therein that he/she has no objection, and in future he/she will not claim for such promotion if his/her junior in merit in Postman Examination is promoted to Postman Cadre, may kindly be obtained from such candidate. One copy of the declaration may be forwarded to this office and the rest one may be kept in the concerned Division/Unit for future records.
3. If it is found subsequently that any of the surplus qualified candidates was not eligible for appearing at the above Examination under the existing Rules of the Department or for any other reasons, his/her promotion to Postman cadre will be liable to be cancelled.
4. The Head of Division/Unit of the surplus qualified candidates will arrange to relieve the candidates immediately after obtaining; vigilance clearance & reports on loss & fraud case with direction to report to the Division/Unit to which he/she is allotted. The appointment order to join in Postman cadre may be issued after completion of usual pre-appointment Training and observing the usual formalities. The caste Certificates of the candidates are to be verified before giving formal order of appointment.
5. If any mistake is found in respect of any surplus qualified candidate like spelling in name Roll No. etc., the same may be corrected under an intimation to this office.
6. This letter may kindly be acknowledged to the undersigned by name.
