Revision of pension of pre-2006 pensioners

Sub:- Revision of pension of pre-2006 pensioners — reg.
The undersigned is directed to say that in pursuance of Government’s decision on the recommendations of Sixth Central Pay Commission, orders were issued for revision of pension/family pensioners vide this Department’s OM No.38/37/08-P&PW(A) dated 1 .9.2008. as amended from time to time.
2. It has been decided that the pension of pre-2006 pensioners as revised w.e.f. 1.1.2006 in terms of Para 4.1 or Para 4.2 of the aforesaid OM dated 1.9.2008. as amended from time to time, would be further stepped up to 50% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale from which the pensioner had retired, as arrived at with reference to the fitment tables annexed to the Ministry of Finance. Department of Expenditure OM No.1/1/2008-IC dated 30th August, 2008. In the case of HAG and above scales, this will be 50% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above-referred OM dated 30.8.2008 of Ministry of Finance, Department of Expenditure.
3. The normal family pension in respect of pre-2006 pensioners/family pensioners as revised w.e.f. 1.1.2006 in terms of Para 4.1 or Para 4.2 of the aforesaid OM dated 1.9.2008 would also be further stepped up to 30% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale in which the Government servant had retired, as arrived at with reference to the fitment tables annexed to the Ministry of Finance. Department of Expenditure OM No.1/1/2008-IC dated 30th August. 2008. In the case of HAG and above scales. this will be 30% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above OM dated 30.8.2008 of Ministry of Finance (Department of Expenditure).
4. A revised concordance table (Annexure) of the pre-1996, pre-2006 and post 2006 pay scales/pay bands indicating the pension/family pension (at ordinary rates) payable under the above provisions is enclosed to facilitate payment of revised pension/family pension.
5. The pension so arrived  in accordance with Para 2 above and indicated in Col. 9 of Annexure will be reduced pro-rata, where the pensioner had less than the maximum required service for full pension as per rule 49 of the CCS (Pension) Rules,1972 as applicable before 1.1.2006 and in no case it will be less than Rs.3.500/- p.m.
6. The family pension at enhanced rates (under sub rule (3)(a) of Rule 54 of the CCS (Pension) Rules, 1972) of pre-2006 pensioners/family pensioners revised w.e.f. 1.1.2006 in terms of Para 4.1 or this Department’s OM No.1/3/2011-P&PW(E) dated 25.5.2012 would be further stepped up in the following manner:
(I) In the case of Government servants who died while in service before 1.1.2006 and in respect of whom enhanced family pension is applicable from the date of approval by the Government, i.e. 24.9.2012, the enhanced family pension will be stepped up to 50% of the sum of minimum of pay in the pay band and the grade pay corresponding to the pre-revised pay scale in which the Government servant had died, as arrived at with reference to the fitment tables annexed to the Ministry of Finance, Department of Expenditure OM No.1/1/2008-IC dated 30th August. 2008. In the case of HAG and above scales, this will be 50% of the minimum of the pay in the revised pay scale arrived at with reference to the fitment tables annexed to the above-referred OM dated 30.8.2008 of Ministry of Finance, Department of Expenditure.
(ii) In the case of a pensioner who retired before 1.I.2006 and in respect of whom enhanced family pension is applicable from the date of approval by the Government. i.e. 24.9.2012, the enhanced family pension will be stepped up to the amount of pension as revised in terms of Para 2 read with Para 5 above. In case the pensioner has died before from the date of approval by the Government, i.e. 24.9.2012, the pension will be revised notionally in terms of Para 2 read with Para 5 above. The amount of revised enhanced family pension will, however, not be less than the amount of family pension at ordinary rates as revised in terms of Para 3 above.
7. In case the pension consolidated pension/family pension/enhanced family pension calculated as per Para 4.1 of OM No.38/37/08-P&PW(A) dated 1.9.2008 is higher than the pension/family pension calculated in the manner indicated above, the same (higher consolidated pension/family pension) will continue to be treated as basic pension/family pension.
8. All other conditions as given in OM No.38/37/08-P&PW(A) dated 1.9.2008, as amended from time to time shall remain unchanged.
9. These orders will take effect from the date of approval by the Government, i.e. 24.9.2012. There will be no change in the amount of revised pension/family pension paid during the period 1.1.2006 and 23.9.2012, and, therefore, no arrears will be payable on account of these orders for that period.
10. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India.
11. All the Ministries/Departments are requested to bring the contents fo these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached and subordinate Offices under them on a top priority basis. All pension disbursing offices are also to prominently display these orders on their notice boards for the benefit of pensioners.

Subject—Request for Departmental approval towards switching over to earlier popular name of the Union.

 Madam,

Being privileged to be present at the inauguration of AMPC at Kolkata on 27.01.2013, I must first take the coveted opportunity to welcome you to this city of joy and cordial hospitality.

Now, I am also to take the most prized chance to bring the following to your kind information.

Going by the departmental stipulation in 2008 and believing that the department’s directives are binding upon all, our Union changed its widely-known popular name from National Union of Postal Employees, Group-‘C’ to National Association of Postal Employees, Group-‘C’ in its 18th All India Conference in December-2008 at Ambaji. But surprisingly, neither the NFPE-affiliated nor the FNPO-affiliated nor other Federated Unions followed suit. This had generated considerable confusion and resentful grievance amongst our members and also caused much confusion and inconveniences at the field level operation and functioning of our union.
As a result, in the 19th AIC held from 6th-9th January,2011 at Siliguri, we were compelld by the pressure of our members to revert to the earlier popular epithet of Union and accordingly amended our Constitution to that effect and submitted the resolution of amendment to the Directorate for kind necessary approval to enable us to use the same as National Union of Postal Employees, Group-‘C’ instead of National Association of Postal Employees, Group-‘C’.
But even after expiry of a considerable period in the interim, neither the same is approved by the Department nor the afore-mentioned other Unions are made to change theirs too on our line in keeping with the departmental guidelines.
We are made to feel that none of them will make changes in their union’s name as Association.
 We are, therefore, to convey to you the hurt feelings of the entire group of our members present at the 20th AIC held at Nagarjuna University in Guntur(AP) from 10-13th January, 2013 at such discriminatory treatment from the dear Department and forced by their unanimous pressing demand to request you humbly to kindly arrange to get either the necessary approval issued in our favour to let us revert to the old popular name as ‘Union’ from the existing name of ‘Association’ at the earliest convenience, or to have the aforementioned federated postal unions to change theirs too on our line through immediate amendments in their constitutions.
We do sincerely hope and believe that with your kind intervene the Department shall not leave us any occasion to feel discriminated and thrown into its disfavour.

20th All India Conference of NAPE Group ‘C’ at Guntur from 10.01.2013 to 13.01.2013


The 20th All India Conference of NAPE, Gr-C was held on and from 10.01.2013 to 13.01.2013 at Acharya Nagarjuna University Auditorium in Guntur (AP). The open session commenced at 1700 hours on 10.01.2013 and presided over by Sri Rajat. S. Das, President of NAPE Group ‘C’ CHQ. Dr. Smt Killi Krupa Rani, Hon’ble Minister of State for communication & IT attended the open session as Chief Guest. The key note address was delivered by Smt. Sharda Sampath, Postmaster General, and Vijayawada Region. Sri G. Sanjeeva Reddy, Ex-MP &President-INTUC addressed the mammoth gathering. The Prominent Speakers of Sri R S Rao, Member of Parliament, Guntur, Sri Dokka Manikya Varaprasad, Honorable Minister of Rural Development & MGNREGS, Govt. of A.P., Sri Sk. Mastanvali, Guntur East, Sri D.V.S.R. Murthy, Director of Postal Service, Vijayawada Region, Sri K. Viyanna Rao, Vice Chancellor, Acharya Nagarjuna University, Sri D.Theagarajan, SG-FNPO, Sri D.Kishan Rao, GS-NUPE Group ‘C’, Sri T.N. Rahate, GS-NUPE PM & MTS, Sri K.Jayaprakash, GS-NUBSNL (FNTO), Sri P.U.Muralidharan, GS-NUGDS, Sri V.V.Rathneswara Rao, Ex-GS-NUGDS, Sri P.S. Babu, Ex-GS,-UPE Group ‘C’ addressed the open session.


Sri V Kranthi Kumar, GS-INTUC and also Chairman Reception committee extended warm welcome to all delegates, visitors, office bearers of CHQ and other dignitaries. More than 1500 delegates & visitors participated in the open session.

The subject committee commenced on 11.01.2013. The Secretary-General FNPO and General Secretaries addressed the subjects Committee in the morning session.

A beautiful cultural programme Kuchi Pudi Dance Mahishasura Mardini” was performed by Ch. Ajaya Kumar, Lecturer, Ghantasala music & Dance College, Vijawada at 1830 hours. Sri Ajaya Kumar was honoured by Sri V Sivaji, GS-Reception committee. The subjects committee continued on 12-01-13. Through out the country, 31 delegates participated in the discussion about the issues confronting the Postal Group C and new Developments in the Department and consequent repercussions on the employees. The policy & programme document was prepared and Resolutions adopted after thorough discussion.

             In continuation of this office letter of even no. dated 14-12-2012 , the allotment  order of the qualified candidates of the LGO Exam , 2012 held on 16-09-2012   for appointment as Postal Asstts./Sorting Asstts. on merit and allotted to Divisions/Units according to vacancies available therein is enclosed .
              List of the qualified candidates on merit for Postal Divisions / Units is shown in Annexure –A while for that of RMS Divisions is shown  in Annexure-B . The allotment of surplus qualified candidates of the Postal Divisions / Units is shown in Annexure-C and allotment of surplus qualified candidate  of RMS Divisions is shown in Annexure-D.
             The Divisional Heads / Units Heads are requested to verify the current status of the qualified candidates before declaration of the allotment order at their end .
             If it is found later that any of those candidates as shown in the Annexures were not eligible to appear in  the above examination under rules or instructions or for other reasons, his/her name will be deleted.
           

2.         The name of the candidates have been arranged in order of merit according to the number of vacancies available in Divisions/Units for the year 2012 under Departmental Quota.  The seniority will be determined in accordance with the principles laid down in the Dte. Comn. No.27-24/65-NCC dated 7-4-66 in respect of bracketed candidates who have secured equal marks in the above examination.

3.         The result of the only provisional candidate is kept withheld. The SRM, RMS ‘H’ Dn is requested to intimate the status of the provisionality of the candidate.

4.         The selected SC/ST candidates should be asked to produce the original Caste Certificate for detailed scrutiny by the Head of Divisions/Units to see that (i) it is issued by the appropriate authorities and in prescribed form (ii) that it is genuine and complete in all respect.  All these actions must be completed before undergoing the prescribed training.

5.       If any mistake is noticed regarding the names of the candidates against their Roll Number or vice-versa the same may be corrected under intimation to the ADPS(Rectt), C.O. by name.

6.         Actions may kindly be taken for In-house training and appointment of the qualified candidates after obtaining vigilance clearance and observing all prescribed formalities in the matter against the Deptl. Quota of vacancies 2012.
